Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://ww.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Systems Command. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO. NUWCDIV Newport, RI intends to place a fixed price order with Lockheed Marting Sippican for services to perform BRR-6 Buoy System system and subassembly-level testing, baseline drawing list updates, and analysis to support reliability and performance improvements. The Contractor shall deliver an AN/BRR-6 sytem baseline document which shall list all drawings and specifications; provide endgineering recommendations and comments on planned and proposed improvements and perform RF system-level, subassembly, and component-level testing. The Period of Performance is one year. The basis for the sole source is that Lockheed Martin Sippican is the original manufacturer of the AN/BRR-6 System (through mergers and buyouts over the years) and is the only company that is currently manufacturing spare parts and repairing subassemblies. Much of the historical design information resides at LMS, including the current baseline drawings. The proposed action is for supplies for which the Government intends to solicit and negotiate with only one source using SAP and commercial item procedures as set forth in FAR Parts 12 and 13. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by the closing date will be considered by the Government. A determination not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
