- Sources Sought Synopsis: THIS IS NOT A NOTICE OF RFP ISSUANCE. THIS EFFORT IS CONSIDERED COMMERCIAL IN NATURE AND ANY RESULTANT CONTRACT WILL BE AWARDED IAW FAR PARTS 12 & 15. The Veterans Administration, VISN 7 has a requirement for General Outpatient Mental Health Services, Psycho-Social Rehabilitative/Day Treatment Activities and Crisis Stabilization Unit Services. Period of performance is 1 October 2010 to 30 September 2011. Four one-year options may be awarded. General Outpatient Mental Health Services are to include individual psychotherapy, diagnostic and treatment planning evaluations for the full range of mental health problems; treatment services using evidence-based pharmacotherapy, or evidence-based psychotherapy for patients with mental health conditions and substance use disorders; patient education; family education when it is associated with benefits to the veterans; and consultation about special emphasis problems including PTSD and MST. Crisis Stabilization is a medically monitored short-term residential service for the purpose of providing psychiatric stabilization and detoxification services. The crisis stabilization program must be designated by the Department as both an emergency receiving facility and an evaluating facility, and have the capacity to serve voluntary and involuntary clients. Psycho-Social Rehabilitation/Day Treatment patients includes those that require treatment and support for five hours per day, up to five days per week, but do not require hospitalization. This program shall provide more intensive treatment than general outpatient services and offer structured, therapeutic programs designed to assist each client in achieving identified treatment goals. Services shall include individual, family, and group psychotherapy, psycho-educational sessions, assistance with daily living skills, leisure and recreational skills development, and nutritional and fitness activities. These services should promote a supportive learning environment in which patients having chronic, severe psychiatric illnesses and difficulties with community adjustment, interpersonal relations, and vocational or educational problems. This is a considered a Sole Source requirement with the Georgia Association of Community Service Boards, Inc. (GACSB) IAW FAR 6.302-1. GACSB is the only source capable of fulfilling the governments requirement. GACSB is the only mental health services provider in the state of Georgia that can provide the comprehensive array of services needed by VISN 7 within the entire catchment area. GACSB has outpatient mental health providers in all 159 counties in the state of Georgia. The state of Georgia current lacks crisis stabilization services in all its counties. These services are restricted to operation by the state of Georgia or a member of the GACSB. This award will be made on an all or none basis, working with one entity, allows VISN 7 to provide required services throughout all its service area with consistency of quality and customer service. Since the services are provided by a State of Georgia licensed organization, the services are limited to Veterans receiving care by a Veterans Affairs Medical Center with a catchment area in the State of Georgia, specifically VAMCs Atlanta, Augusta, Dublin, Charleston, and Central Alabama (Montgomery/Tuskegee). All sources capable of providing these services are being sought. In addition to the information provided below entitled Capabilities Package," responding parties must also indicate their size status in relation to the applicable Standard Industrial Classification (SIC) Code 9431 and North American Industry Classification System (NAICS) code 624190 (size standard $7 Million). Sources with Service Disabled Veteran Owned Small Business (SDVOSB) status should indicate such in their responses. Capabilities Package. All interested firms should submit a capabilities package that outlines the firms capabilities in providing the required services. Contractor is required to provide all management and labor required for the operation and management of the required services. If subcontracts are to be used, provide anticipated percentage of effort to be subcontracted and whether small or large businesses will be used. The capabilities package should be brief and concise, yet clearly demonstrate an ability to meet the stated requirements. Recent, relevant experience in all areas should be provided. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided. The response must not exceed 10 pages.
