Description
The Aviation Applied Technology Directorate (AATD), U.S. Army Contracting Command, intends to award a non-commercial, indefinite delivery, indefinite quantity (IDIQ) contract for the research and development of Stretch Broken Carbon Fiber (SBCF) material forms. This effort seeks to develop and qualify SBCF material forms for use on military aircraft. The anticipated effort includes; design, analysis, process development, test article fabrication, testing, prototyping, production scale-up, and the acquisition of qualification data for aerospace market penetration. AATD intends to award one, cost-plus-fixed fee, IDIQ contract with an anticipated award date of September 15, 2010. The estimated maximum value of the contract will be $9.9 million. The minimum order value will be $3.05M and will be obligated concurrently with award of the IDIQ contract. This acquisition will be procured in accordance with 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. No solicitation will be issued. The intended source is Hexcel Corporation, located in 6700 West 5400 South, Salt Lake City, UT 84118. The SBCF material form is unique in that it provides the property performance of continuous carbon fiber with the formability of sheet molding compound. This combination of capabilities will allow a significant increase in the use of composites in airframe parts that are currently too difficult or costly to make from continuous carbon fiber material. SBCF is based on a proprietary technology developed and matured by Hexcel which has resulted in Hexcel being the only firm holding the development and manufacturing knowledge necessary to successfully satisfy the Army requirement. Additionally, Hexcel is the only supplier of this material and the sole owner of the patent (US 6,477,740 granted November 12, 2002) necessary to make this product and as such, it is not anticipated industry is capable of developing a similar product without infringing on Hexcels patent. Specifications or plans relating to this product are not available and cannot be furnished by the Government to another contractor. Alpha contract negotiations, appropriate for sole source requirements, will be limited to Hexcel Corporation and individual task orders will be issued. The contract requirement and subsequent orders will be developed jointly between the Government and Hexcel, consistent with alpha contracting procedures and applicable cost principles, clauses, and provisions in accordance with the Federal Acquisition Regulations (FAR). Performance locations and deliverables will vary and will be identified in each task order. The overall period of performance for the IDIQ contract is five years with no options. The North American Industry Classification System (NAICS) is 541712 and the size standard is 1500 employees. This notice is not a request for proposals; however, while the Government does not anticipate competition, all responsible sources may submit a proposal, which will be considered by AATD. Proposals submitted in response to this notice are due no later than June 14, 2010, 1:00 p.m. EST. Written proposals shall be submitted to AATD, ATTN: CCAM-RDT, Wilma Estrada (Contract Specialist) and Linda Diedrich (Contracting Officer), Building 401 Lee Boulevard, Fort Eustis, VA 23604-5577 or may be emailed to wilma.estrada@us.army.mil and linda.diedrich@us.army.mil. Anyone desiring an explanation or interpretation of this notice must request it in writing at the above mailing or email addresses. To ensure a timely response, written questions should be submitted not later than 4:00 p.m. EST, 31 May 2010. Additional information: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
