- A.BAA PROPOSAL PROCESS Systems, concepts and technologies for the detection, classification, tracking and harbor/port security against Self Propelled Semi Submersibles (SPSS) and GoFast Boats used for illicit trafficking. B.BAA PROPOSAL PROCESS This BAA will follow a two-step process consisting of Step I and Step II. Step I: Step I is a request for White Paper. White Papers must be received by 20 May 2010 at 2:00 P.M. local time. The White Paper maybe provided by electronic media, email (prefer) nancy.s.howard@navy.mil or U.S. mail. The required format for submissions is no more than ten (10) typed pages; single spaced; =>12 point; Cover page not included in page count; Figures/tables all count in page count. ROM cost should be included. The purpose of the White Paper is to enable the Government to advise offerors of interest in receiving a full proposal. The Government's response to White Paper will be provided by electronic media (email) as follows: 1.May meet the Government's needs. A full proposal is invited.2.Does not appear to meet the Government's needs. The submission of a full proposal is at the option of the offeror. It is important to note that regardless of whether a White Paper is submitted or not, and regardless of the Government's advice relative to the White Paper, any offeror may submit a full proposal and expect a complete and objective review. Failure to submit a White Paper will not adversely affect any future proposal review score. Rather, the White Paper and the Government's response are intended to help guide the offeror in making a business decision regarding the investment cost of preparing a full proposal. - Step II: Step II will be an opportunity to submit a proposal. Step II will allow forty five (45) days for proposal preparation and submission. Full proposal must be received by 15 July 2010. Final selection may include multiple awards and will be based on overall military value, affordability and Government funding availability. Please note: All proposals submitted must include an abstract and an Executive Summary. This abstract should be the one submitted in response to Step I above if one was submitted. Any change to the proposed technology and technical approach must be identified and the reason for the change explained. Schedule and cost in the proposal should not vary from the estimates in the original white paper by more than +/- 20% without explanation. C.TECHNICAL CONTENT 1.0 Background. The DoD is interested in systems, concepts and technologies for the detection, classification, tracking and harbor/port security against Self Propelled Semi Submersibles (SPSS) and GoFast Boats used for illicit trafficking. The overall objective of this effort is to develop detection, classification and tracking capabilities for vehicles used to transport illicit cargo on or under the water or that could have potential to provide harm to ports and harbors. Targets of interest operate in riverine, littoral and deep water environments. There may be large amounts of other shipping and vessel traffic in the area (i.e. high clutter environment). The search area may be very large area (>2000nmi2). Systems and technologies can be stand alone or they maybe used in conjunction with or networked with other systems. The systems and technologies must be able to be used in conjunction with existing Navy and DoD sensor systems, and command and control systems. It is preferred that the sensor data be provided directly to existing command and control systems and not routed to another location prior to being sent to the existing command and control systems.. The detection, classification and tracking capability may be integrated into existing sensor systems and command and control systems. The evaluations will also allow us to identify technical avenues for future improvements to detection, classification and tracking sensor systems. The goal is to develop a sensor system that will allow military forces to acoustically (or by other means) monitor long stretches of territory at a standoff range with minimal personnel and to automatically detect, classify and track and alert minimally-trained operators to vehicle movement. 2.0 Goals of the systems, concepts and technologies is for the detection, classification, tracking and harbor/port security against Self Propelled Semi Submersibles (SPSS) and GoFast Boats used for illicit trafficking. NUWC will lead the technical team, which includes participation by users from USSOUTHCOM and JIATIF-S to perform the work in a three phase approach:.Phase I: Develop CONOP(s) and technical requirements for technology/sensor system.Phase II: Evaluate the technology/system performance.Phase III: Demonstrate the sensor/system/technology capability with an in-water test. 3.0 Scope of the Requirements. The scope of this BAA includes sensing system technology development and demonstration. It may include, but not be limited to: -Sensing systems (desired attributes) (acoustic and non-acoustic)?One or more arrays and interrogators ?High sensitivity low noise sensors?Multiple sensing zones?Scalability to large parameters/areas?Low false alarm probability?High probability of detection?User interface-Alarm notification-GIS map based display?Detection classification localization capability?Multiple intruder/ incursions simultaneously?Environmental adaptation?Real time/Near real time updating of zone information-Alternative sensor architectures-Engineering analysis, and modeling and simulation-Bread boarding, brass boarding or prototyping for testing-Hardware fabrication-Software development-Integration and testing-Laboratory demonstration-In-situ demonstration-Manned and Unmanned vehicles-Air-Surface-UnderwaterCommunication systemsDistributed systems/sensorsNetworked systems/sensorsBuoysFixed sensorsBottom sensors Deliverables: CONOPS; test plans; performance parameters for sensors, signal processing requirements and algorithms, and user interface components; demonstrations; test reports; recommendations for future technical improvements. D. SUBMITTAL INSTRUCTIONSProposals are sought that address the requirements described in Section C. 3.0 of this announcement. Offerors shall cite specific paragraphs from section 3 that their proposals are addressing, and shall recommend quantifiable metrics for measuring the performance of their technology to address the cited paragraphs. The North American Industry Classification System (NAICS) code applicable is 541330.Proposals shall include a period of performance not to exceed 1.5 years or 18 months. Offerors must state that their proposals will be valid for 90 days from submission. To be eligible for award a contractor must be registered in the Central Contractor Registration (CCR) database pursuant to Defense Federal Acquisition Regulation Supplement (DFARS) Subpart 204.73. An Offeror, who is not registered, may register at http://www.ccr.gov/index.cfm. Offerors not registered are highly encouraged to register immediately. Offerors must also insert necessary Representations and Certifications on On-Line Representations and Certifications Application (ORCA) website (http://orca.pbpn.gov). Government Agencies and universities are allowed to submit proposals for this effort. All technical related issues should be directed to Gregory Cyr, (401) 832-8505, email: gregory.cyr@navy.mil.Organizations wishing to participate must submit proposals three copies of the Technical Proposal, three hard copies of the statement of work (SOW) and one hardcopy of the Price Proposal along with one CD-ROM containing digital copies in MS Word, Excel or Adobe of all requested information to Commercial Acquisition, Building 11, Naval Undersea Warfare Center Division, Newport, Attn: Nancy Howard, Code 11912, Simonpietri Drive, Newport, RI 02841-1708 by 15 July 2010 at 2:00 P.M EST. Proposal length, exclusive of statement of work and price proposal shall not exceed fifteen (15) 8 x 11 inch typewritten pages. Each proposal shall contain the offeror's Technical Approach and a Statement of Capabilities. Offerors shall identify proposed costs with a breakdown of cost elements such as direct labor, overhead, G&A, fee or profit, and any other significant cost factors. Pricing should be based upon the assumption that work would begin no sooner than 60 days after proposal submission. The proposal shall also contain offeror's point of contact information.Proposals containing data that is not to be disclosed to the public for any purpose or used by the government except for evaluation purposes shall include the following statement on their title pages: "The proposal includes data that shall not be disclosed outside the Government and shall not be duplicated, used or disclosed, in whole or in part, for any purpose other than to evaluate this proposal. If however, a contract is awarded to this offeror as a result of, or in connection with, the submission of these data, the government shall have the right to duplicate, use, or disclose these data to the extent provided in the resulting contract. This restriction does not limit the government's right to use the information contained in these data if they are obtained from another source without restriction. The data subject to this restriction are contained on sheets (insert page numbers or otherwise identify the sheets)". Each restricted data sheet must be marked as follows: "Use or disclosure of data contained on this sheet is subject to the restriction on the title page of this proposal." This statement may be in a small font and should be at the bottom only of each applicable page. All material submitted to NUWCDIVNPT under this announcement shall be considered Government property. The Government requires unlimited data rights with regard to any procurement, with the possible exceptions of (1) a negotiated position for data rights to existing concepts that may be further developed under a procurement and (2) for efforts conducted under a procurement that includes leveraged funds. The Government shall analyze proposals received in response to this BAA in order to identify potential organizational conflicts of interest. If applicable, Organizational Conflict of Interest clauses shall be included in any resulting contract (see FAR 9.5). Specific deliverables, delivery schedule, and other terms will be negotiated with successful offerors. For purposes of this announcement, offerors should anticipate that contract awards will require a Contract Data Requirements List (CDRL) that will vary depending on the nature of the contract award. If an offeror has a comprehensive subcontracting plan, the offeror shall so state in its cost volume and provide a copy of the signature page of the Comprehensive Subcontracting Plan and any supplements to the plan, the identification number thereof and any pages identifying the subcontracting goals. Submitted plans must be approved by the PCO prior to contract award. E. PROPOSAL REVIEW Review of proposals will be accomplished through a peer review of each proposal using the three review categories listed below. 1) TECHNICAL i) Offeror's technical approach is sound with regard to feasibility of the project, transition potential of the technology, and understanding of the scope of the technical effort. Technical merit is easily identifiable. Technical concept is clearly defined and developed. ii) Capability of the offeror to successfully accomplish the proposed effort, which includes demonstrated relevant past/present performance, the availability of the necessary resources such as experienced and competent technical and management personnel, and the availability, from any source, of required laboratory, shop, and test facilities. Relevant is defined as research that is considered to be of the type and similar in scope, magnitude and complexity when compared to the research described in this announcement. The organization and clarity of information in the proposal will be considered as a factor in reviewing the offeror's technical capability. 2) IMPORTANCE TO NUWCDIVNPT/NAVY PROGRAMS: Value of product technology development with respect to the stated goals of this TBAA is clearly articulated. Metrics for measuring product performance are clearly defined. 3) FUNDS AVAILABILITY and COST/PRICE: To be acceptable, an offeror's cost/price must be fair, reasonable and affordable. The offerors may be requested to submit cost or pricing data in accordance with FAR 15.403-4. F. SELECTION A scientific and engineering review will be conducted on all proposals received. The purpose of this review is to determine the merit of the technical approach proposed in response to this announcement. This review shall consider technical aspects and cost/price as related to technical effort. The selection(s) for contract award shall consider technical merit, cost/price and available funding. The Government reserves the right to select for contract award any, all, part or none of the proposals received in response to this announcement.
