- The United States Coast Guard Surface Forces Logistics Center, Contracting and Procurement Branch 2, intends to issue a Commercial Request for Quote (RFQ) for Dockside Repairs to the USCGC OSAGE (WLR 65505), a 65 B CLASS River Buoy Tender/USCG 100 BARGE (99003). The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The NAICS Code is 336611 and the small business size standard is less than 1,000 employees. The simplified acquisition will be issued as a Best Value Request for Quote (RFQ), on or about May 1, 2010. The RFQ will be issued via the Federal Business Opportunity (FEDBIZOPPS) web page at www.fbo.gov. This requirement will be evaluated using past performance as an evaluation factor. Hard copies of the specification and solicitation will not be issued. It is incumbent upon contractors to monitor the FEDBIZOPPS web page for RFQ release and all subsequent amendments. FEDBIZOPPS also contains an optional automatic notification service. A CD-ROM containing all applicable drawings is available free of charge to contractors upon request not later than three (3) days from the solicitation issuance. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). The acquisition is for DRYSIDE repairs to the USCGC OSAGE (WLR 65505)/USCG 100 BARGE (99003. The performance period will be 35 calendar days with a start date on or about August 9, 2010 and completion on or about September 13, 2010. The place of performance will be at the cutters homeport of 300 McKnown Lane, Sewickley, PA 15143. The scope of the acquisition is for the overhauling, cleaning and repairing of various items aboard the USCGC OSAGE (WLR 65505)/USCG 100 BARGE (99003). This work will include, but is not limited to Clean & Inspect Sewage Tank; Clean Gray Water & Sewage Piping; Clean Boiler Exhaust Stacks; Clean SSDG Exhaust Piping; Clean Galley Ventilation (Gaylord Hood); Clean, Inspect, & Hydro Air Compressor Receivers; Inspect & Overhaul Spuds and Components; Boat Boom Level II Inspection; Buoy Crane Level II Inspection; Overhaul Capstan and Hydraulic Winches; Clean & Inspect Potable Water Pneumatic Tanks; Reseal Galley Deck; Crews Head Deck; Replace CPO Shower Deck, composite Labor Rates and Laydays. All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualification procedures.
