Other Scientific and Technical Consulting ServicesSolicitation #: DE-SOL-0001279 The U.S. Department of Energy, Federal Energy Management Program, Golden Field Office, is issuing this sources sought synopsis to identify business sources having an interest in and the resources to support a requirement for services entitled: ?Project Facilitation Services for Energy Savings Performance Contracts (ESPC)?. The result of this market research will contribute to determining the method of procurement. The Government will use responses from this sources sought synopsis to make an appropriate acquisition decision for this procurement. THERE IS NO SOLICITATION AT THIS TIME. This request for capability does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541690. The Small Business Size Standard for this NAICS code is $7,000,000.00. A solicitation is tentatively scheduled to be issued in July 2010. The government anticipates that a single award, firm-fixed-price contract will result from the solicitation. If your organization has the potential capacity to perform these contract services, please provide the following information by the response due date via the FedConnect system: 1) Organization name, address, e-mail address, company Web site address, telephone number, and size and type of ownership for the organization; 2) Provide a copy of Central Contractor Registration (CCR) that reflects Data Universal Numbering System (DUNS) number, Commercial and Government Entity (CAGE) code, and Small Business Administration Certification of Small Business Type; and 3) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. ESPC PROJECT FACILITATION Task Area 1. Assess Project Potential The Project Facilitator (PF) shall analyze available site energy and water consumption and program information to determine if the Agency specified project site is a good candidate for an ESPC. The analysis may include data collection, energy technology evaluation, energy load determination, economic analysis, recommended operations and maintenance procedures, environmental improvements, needs assessment, coordination with Department of Energy (DOE)/National Laboratory technology subject experts, and project scoping. Deliverables: The PF shall provide verbal and written recommendations as needed, and results of technology screening and evaluations to improve project economics for ESPC projects and/or recommend other project implementation strategies. The PF shall summarize the activities in this task area in the monthly report (see task area 12). Task Area 2. Assess Funding, Alternative Financing Strategies and Implementation Approaches The PF shall examine and guide agency officials through project funding and implementation approaches including agency funding, ESPCs, Utility Energy Services Contracts (UESCs), Power Purchase Agreements, utility incentive programs, renewable energy credits, green power utilization, financing market analyses, and risk assessment of various implementation strategies. The PF shall coordinate specific programmatic, contractual or legal questions/issues with the agency and DOE. The PF shall conduct site visits if needed to coordinate the requirements in this task area. Deliverable: The PF shall summarize the activities in this task area in the monthly report (see task area 12). Task Area 3. Assist Agencies in Establishing Project Objectives, Strategies, and Acquisition Team The PF shall assist with the development of metrics or performance indices, review of industry protocols, risk analysis and cost of performance measurement strategies. The PF shall provide recommendations for project scope to match agency resources and project requirements. The PF shall ascertain that an agency team of appropriate agency personnel (project, contracting, legal, management, facilities, etc.) has been established, and is fully briefed to gain acquisition team commitment. The PF shall stress the importance of project risk, responsibilities and performance. The PF shall establish a milestone schedule with the agency including key steps to project award and responsible individuals. The PF shall conduct site visits if needed to coordinate the requirements in this task area. Deliverables: Deliverables include a summary of the recommendations and outcomes in the monthly report (see task area 12). Task Area 4. Technical Assistance for Agency Requirements Definition The PF shall provide technical assistance to the agency in its preparation of documents defining requirements to solicit contractor interest or submission of proposals. The PF shall provide technical, economic, or programmatic information/analysis on site data, requirements, goals, and potential proven or emerging technology applications. The PF shall coordinate specific programmatic, contractual or legal questions/issues with DOE and the ordering agency. The PF shall assist with the development of comprehensive site data packages and assist with organizing a site visit for prospective offerors. The PF shall conduct site visits if needed to coordinate the requirements in this task area. Deliverables: Deliverables include documents prepared in support of this task area and summary of the recommendations and outcomes in the monthly report (see task area 12). Task Area 5. Technical Assistance for Agency Contractor Selection The PF shall provide technical advice, as required, to develop responses to industry questions and technical reviews of Preliminary Assessment (PA) information submitted in response to agency notice of opportunities/solicitations. Technical review includes engineering and economic analyses to support agency evaluation and negotiation process as well as reviewing measurement and verification strategies, operation and maintenance strategies, advice on project risks and responsibilities, and monitoring regulatory requirements and liability issues to facilitate appropriate risk sharing for project success. The PF shall assess compliance of contractor response and PA information with agency and DOE ESPC contract requirements. The PF shall coordinate specific programmatic, contractual or legal questions/issues with the ordering agency and DOE. Deliverables: The PF shall provide written recommendations, requested review comments and on-site technical support for agency process of ESPC Energy Savings Contractor (ESCO) selection, such as ESCO interviews and/or presentations. The PF shall summarize the activities in this task area in the monthly report (see task area 12). Task Area 6. Task Order Request for Proposal (TO RFP) and Notice of Intent to Award a Contract Support The PF shall guide the development of the Task Order Request For Proposal (TO RFP) to provide specific site requirements to the selected ESCO for an Investment Grade Audit (IGA) and Final Proposal development. The PF, as necessary, shall assist the agency with drafting the Notice of Intent to Award a Contract letter (NOI). Deliverables: The PF shall provide two drafts of the TO RFP document, and an on-site review of one draft TO RFP as a part of the IGA kickoff meeting, including template, telecon advice and/or written comments on the NOI. The PF shall summarize the activities in this task area in the monthly report (see task area 12). Task Area 7. IGA Kickoff Meeting Support The PF shall facilitate the IGA kickoff meeting with the site and ESCO (including development of the agenda) to establish roles, responsibilities, expectations, timelines, communications protocol, milestone schedule review, and coordination of review processes for draft proposals. Deliverables: The PF shall facilitate a one day meeting between agency and ESCO at the project site. The PF shall summarize the activities in this task area in the monthly report (see task area 12). Task Area 8. Engineering and Economic Analysis and Reviews for Project Development The PF shall provide engineering and economic review/analyses of energy efficiency, renewable energy, and water efficiency measures developed in draft and final versions of Investment Grade Audits and Final Proposals. The PF shall provide technical and economic review of Measurement and Verification (M&V) strategies, operations and maintenance strategies, commissioning plans, advice on project risks and responsibilities, and monitoring regulatory requirements and liability issues to facilitate appropriate risk sharing for project success. The PF shall provide review of ESPC task order requirements to ensure consistency with Master ESPC contract requirements, including incorporated M&V strategies, commissioning, risk and responsibility matrix and other guidelines. The PF shall conduct site visits if needed to provide consultative support in this task area. Deliverables: Deliverables include telecon advice and the full set of written comments and recommendations provided to the site including supporting engineering and economic analyses. Task Area 9. Assist Agency with Technical and Price Negotiations up to Task Order Award - Consultation Support The PF shall provide suggestions for the development of the technical and price negotiation approach and strategy as required by the ordering agency. Provide technical advice and recommendations for agency negotiations, such as advice on opportunities and options, and alternatives to achieve a negotiated agreement. This includes the review of a second submittal of the final proposal, if applicable. The PF shall conduct site visits if needed to coordinate the requirements in this task area. Deliverables: The PF shall provide telecon advice and/or written comments/recommendations on the Final Proposal and negotiations. The PF shall provide a summary of the recommendations and outcomes in the monthly report (see task area 12). Task Area 10. Construction Period Support The PF shall support the construction period kickoff meeting, installation period, post-installation M&V report and project acceptance phases. The PF shall participate in Post-Award kickoff meeting with the site and ESCO to establish construction roles, responsibilities, expectations, milestones, communications protocol, and submittal review process. During the installation, the PF shall be available to answer questions developed by the site's construction program personnel including the review of submittals, review of contractor's installation plans (commissioning plans), and provide guidance on Government witnessing. The PF shall conduct site visits if needed to provide consultative support in this task area. Deliverables: The PF shall provide telecon advice and/or written comments/ recommendations in support of this task area. The PF shall provide documentation of agency project acceptance. The PF shall provide a summary of the recommendations and outcomes in the monthly report (see task area 12). Task Area 11. First Year M&V Report and Project Acceptance Support The PF shall provide assistance and review of the first annual M&V report as required by M&V plan in the Task Order. The PF shall conduct site visits if needed to provide support in this task area. Deliverables: The PF shall provide telecon advice and/or written comments/recommendations on the M&V Report and Project Acceptance support. The PF shall provide a summary of the recommendations and outcomes in the monthly report (see task area 12). Task Area 12. Monthly PF Reporting The PF shall provide monthly reports to DOE Golden Field Office and input data into an electronic database, currently referred to as FEMP Central. Monthly reports shall contain a project status update, schedule variance issues, specific programmatic, contractual or legal questions/issues referred to DOE, and notable positive developments. Deliverables: Monthly reports as described. II. SUPPORT Federal Energy Management Program (FEMP) ALTERNATIVE FINANCING TRAINING AND QUALITY ASSURANCE IMPROVEMENT Task Area 1. Training Support The PF shall present technical, Measurement and Verification (M&V) or other aspects of alternatively financed projects at FEMP training classes, workshops or other professional forums. Deliverables: The PF shall provide training presentations and a summary of the support in the monthly report (see task area 12). Task Area 2. Contribute to Program Outreach, Training, and Guidelines The PF shall develop training materials and contribute to program outreach, training efforts and development of guidelines. Program materials and guidelines tasks may include development, review and analysis of training, marketing, or other customer outreach materials; development of project tools and guidelines to improve project transferability within and among agencies; participation in DOE sponsored training workshops, industry forums, and conferences related to facilitating federal agency participation in alternatively financed projects. Deliverables: The PF shall provide program materials, guidelines, tools, and presentations developed in support of this task area. Activities shall be summarized in the monthly report (see task area 12). Task Area 3. FEMP Alternative Financing Quality Assurance Improvement The PF shall attend periodic meetings of FEMP program, project, and procurement managers to discuss issues and processes to improve project quality. The PF shall write reports on particular aspects of ESPC projects. Deliverables: The PF shall provide program materials, guidelines, tools and presentations developed in support of this task area. Activities shall be summarized in the monthly report (see task area 12). III. FIELD VERIFICATION REVIEWS OF PROJECTS IN THE POST CONSTRUCTION ACCEPTANCE PERFORMANCE PERIOD Task Area 1. Post Construction Acceptance Performance Period Field Verification Reviews The PF shall conduct project field verification reviews to assess Energy Conservation Measure (ECM) performance, performance of operations, preventive maintenance repair/replacement procedures. The PF shall assess compliance with Task Order M&V requirements. The PF shall review site management processes, and provide training to site personnel. Results and recommendations shall be coordinated with DOE GO and presented at a site out-briefing. Deliverables: The PF shall provide out-briefing presentation materials and a final report describing the site review, results and recommendations. Activities shall be summarized in the monthly report (see task area 12). IV. TRAVEL Task Area 1. Travel Travel shall be conducted in support of the contract Performance Work Statement and will be reimbursed in accordance with applicable Federal travel regulations. Deliverables: Travel invoices and receipts.
