Description
The Naval Sea Systems Command (NAVSEA) intends to utilize other than full and open competition to award a contract modification to the current Aegis Platform System Engineering Agent (PSEA), Lockheed Martin, Maritime Systems and Sensors (LM MS2), 199 Borton Landing Road Moorestown NJ 08057-0297. This modification to existing contract N00024-09-C-5103 will allow for completion of Aegis Modernization (AMOD) Advanced Capability Build (ACB) 12 and Technology Insertion (TI) 12, including installation of ACB12/TI12 on new construction DDGs that have been designated as Aegis ACB12/TI12 ships (DDG 113-115), utilization of other customer funds to support ACB 12 Aegis Modernization, and meeting emergent requirements levied on ACB 12. LM MS2 is currently under contract to perform Aegis ACB12/TI12 modernization efforts (N00024-09-C-5103), and this modification will allow for completion of ACB12/TI12 requirements. NAVSEA intends to award a contract modification resulting from this synopsis on a sole source basis, under authority of 10 U.S.C. 2304(c)(1), as LM MS2 is the only company that can meet the Navy's requirements that are part of the AMOD effort already underway. Companies interested in subcontracting opportunities under this contract modification should contact LM MS2 directly. Companies interested in competing for future Aegis PSEA requirements should review the synopsis and draft solicitation (N00024-10-R-5120) posted on April 29, 2010. Notice: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
