Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Naval Undersea Warfare Center Division Newport intends to issue a task order under Basic Ordering Agreement (BOA) N00024-05-G-4417 with Electric Boat Division of General Dynamics Corporation, pursuant to the authority of 10 U.S.C. 2304(c)(1), Only One Responsible Source. This work is within the scope of Class J&A 40572 and is a sole source to Electric Boat Division of General Dynamics Corporation. The task order will be issued on a sole source basis to Electric Boat due to the unique services that require unique capabilities of EB. These services will be awarded on a Cost Plus Fixed Fee (CPFF) basis. This Completion-Type order requires planning services including those for the removal, reuse, logistics, and transport of Virginia-class SIM/STIM equipment. The period of performance is from date of award through 30 SEP 2010. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any interested party can submit an offer which will be considered. Our department no longer issues solicitations or amendments in paper form. Instead, they may be accessed via FEDBIZOPPS at https://www.fbo.gov/. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO.
