Description
05The VA Western New York Healthcare System (VAWNYHS), Buffalo, NY intends to award a contract for A/E Services for 9D RENOVATIONS. THIS ACQUISITION IS GEOGRAPHICALLY LIMITED TO FIRMS LOCATED WITHIN A 30-MILE RADIUS OF THE VAWNYHS - BUFFALO, NY and is unrestricted competition as prescribed by the Small Business Competitive Demonstration Program. The North American Industry Classification System code is 541310 and the numerical size standard is $4.5 Million. Award is subject to the availability of funds. Pertinent factors for consideration of qualifications for the Project Team, listed in order of importance are: (1) Specialized experience and technical competence of the firm (including a joint venture or association) with the type of services required. (2) Specific experience and qualifications of personnel proposed for assignment to the project and record of working together as a team. (3) Professional capacity of the firm in the designated geographic area of the project to perform work (including any specialized services) within the time limitations. (4) Past record of performance on contracts with the Department of Veterans Affairs. (5) Geographic location and facilities of the working office(s) which would provide the professional services and familiarity with the area in which the project is located. Work includes but is not limited to: 1A Services, including record drawing procurement and verification, field investigation and preliminary calculation to confirm the capacity and capability of the existing utilities, consultation/meeting with staff to establish program requirements and facility needs, development of options to address needs of using service, hazardous material assessment, and development of schematic drawings, cost estimate and report outlining the program requirements and the options developed complete with recommendations. 1B Services include the development of contract documents for the implementation of the VA preferred option presented in Part 1A. This will include a complete set of construction drawings, specifications, engineering calculations, detailed cost estimate and all other tasks involved in the development of the same. Part 2 and 3 services including construction period services and site visits. The project scope includes A/E services for a project for: Demolition and construction related to the renovation of ward 9D to improve patient privacy, aesthetics, environmental control and ward functionality. Patient privacy will be addressed with private patient rooms complete with attached bathrooms and lifts as well as renovation of the room for aesthetics. Infrastructure improvements will include heating, air conditioning and ventilation improvements including new mechanical room, ductwork, building controls, plumbing supply, waste, and vent piping, fixtures and trim updates, medical gas piping and outlet updates, fire protection and alarm updates, nurse call updates, electrical power, lighting, telecommunication and voice/data updates. Construction is between $2,000,000. and $5,000,000. All interested parties are required to submit qualifications to the Contract Specialist on Standard Form 330. Submit one copy of SF 330 to the Contract Specialist at Rosanne.Raczkowski@va.gov. Include the solicitation number, project name and project no. 528-10-106. Please ensure that all required information is submitted and accurate. Firms should include all relevant information regarding past projects designed, which are similar in type to this project. All responses are to be received by the Contract Specialist no later than 3:30pm on May 14, 2010. Do NOT send or e-mail cost proposals.
