Description
This is a 100% Service-Disabled Veteran Owned Small Business Set Aside. As a result, only SDVOSBs shall be considered by the agency. This project is classified under NAICS Code 238990, and has a size standard of $14.0 Million. The cost estimate range for this project is $500,000 and $1,000,000. The work for this requirement consists of, but is not limited to: All supervision, labor, materials and equipment necessary to complete all work required for Project #546-10-113 - Pressure Wash, Caulk, and Seal Bldg 7 FCA - D at the Bruce W. Carter, VA Medical Center, 1201 NW 16th St. Miami, FL 33125. This will be in strict accordance with the specifications, terms, and conditions specified within the solicitation. Description of Project: This project will replace leaking original exterior seals around pre-cast panels and windows in building Seven (Research & Education Building) and the connector hallway which leads from the Research Bldg to the north side of the main building (bldg#1). Both sides of the connector hallway shall be included in this project along with any other structures attached to this hallway. New backer rods and sealant will be provided around the precast panels to seal the joints from any water or moisture penetrating the interior spaces of the building. The old caulking will be removed around the entire perimeter of the windows prior to replacing with new sealant. The contractor will hire an A&E Firm or Structural PE to inspect panel supports and create a written report on the structural soundness of the panels. If the A&E reports any major problems with any panel or supports, the contractor shall report this to the COTR the same day. The area of concern will not be re-caulked until a decision has been made on how to correct the problem that was reported. The successful firm must have previous experience with projects of similar size and scope with particular emphasis on hospital construction/services. Award will be a firm fixed price contract and the procurement method will be a competitive negotiated Request for Proposal (RFP). Source Selection Procedures as identified in FAR PART 15.3 will be utilized in the selection of a firm offering the best value to the Government in terms of Technical Approach, Past Performance, and Price. The Period of Performance is expected to be one hundred eighty (180) days from receipt of Notice to Proceed. This project will require bonding. Be advised the SDVOB must be registered and verified in the following websites: www.vip.vetbiz.gov www.ccr.gov https://orca.bpn.gov and https://vets100.vets.dol.gov/ to be eligible for award. ORCA must reflect a small business size certification for the NAICS code noted herein. Contractors must ensure their registrations are updated, correct, and have not expired. offerors that are not registered may be rejected. The CCR Help desk number is 888-227-2423. A 20% Bid bond must be submitted with proposal. Performance bond and payment bond will be required from the contractor receiving award. This solicitation will be posted on or about May 17, 2010 at the Federal Business Opportunities (Fedbizopps) website www.fedbizopps.gov Paper solicitations will not be issued, contractors must obtain solicitation, drawings, and amendments (if issued) from this website. Copies of this Solicitation (RFP) and drawings will be available only through the Government-wide Point of Entry (www.fbo.gov).
