Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. FAR Part 13, Simplified Acquisition Procedures, are being utilized for this acquisition. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). This solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular 2005-40. Offerors will be responsible for obtaining related amendments to this solicitation, if any, from www.fbo.gov. It is the responsibility of each potential offeror to monitor www.fbo.gov for any amendments or other information related to this solicitation. Any communications regarding this acquisition must be made in writing and forwarded via email to Divya Soni at divya.soni@nist.gov and shall identify the solicitation number, company name, company address, as well as point of contact email address and phone number. This requirement is being competed among Apple-authorized resellers/business partners. APPLICABLE PROVISIONS AND CLAUSES FOR THIS SOLICITATION: The following FAR provisions and clauses apply to this solicitation: FAR 52.212-1; FAR 52.212-3; FAR 52.212-4; FAR 52.212-5, including 52.222-50, 52.233-3, and 52.233-4 in paragraph (a)(1), and the following fill-ins in paragraph (b): 52.219-28; 52.222-3; 52.222-19; 52.222-21; 52.222-26; 52.222-36; 52.225-13; 52.232-33. All provisions and clauses viewed at http://acquisition.gov/comp/far/index.html. Section 508 of the Rehabilitation Act of 1973, as amended, does not apply to this acquisition because the user does not interact with the EIT product directly. Background: The National Institute of Standards and Technology (NIST) Information Technology Library, Information Access Division has a requirement to purchase a high performance computing cluster that will be used to develop parallel processing software. The computing cluster must be compatible with existing Super Computer Cluster architectures already installed in United States Government agencies (specifically, the Lawrence Livermore National Laboratories Sequoia Architecture) that will share device specific drivers and applications with the NIST project. The Contractor shall deliver a fully integrated and operational Apple Xserve cluster, mounted in a 19 inch rack, with battery backup sufficient for fifteen minutes of operation during a power failure, and hardware and software drivers for 10-gigabit per second or faster networking under the Windows, Linux, and Apple OS-X operating systems. The Contractor must provide service to include repair or replacement of any hardware components in the cluster that fail within the warranty period and delivery to the NIST Campus in Gaithersburg. Maryland. Required configurations are as follows: A.) Qty: 2; Unit: Each Apple Xserve blades configured as data servers with dual Xeon Quad Core processors, and OS X Server operating system. Additional content that must be provided may be integrated from other sources than Apple, but must be fully integrated and operational on delivery: • A minimum of 24 GB of registered ECC RAM • A Solid State Drive (SSD) of a minimum of 128-Gigabyte storage capacity • Two network adapters including o 1-Gigabit Ethernet adapter o 10-Gigabit or faster network adapter which may be Ethernet or other networking protocol • RAID controller • A minimum of six terabytes of conventional HD storage capacity B.) Qty: 6; Unit: Each Apple Xserves configured as compute servers with dual Xeon Quad Core processors, and OS X operating system. Additional content that must be provided may be integrated from other sources than Apple, but must be fully integrated, tested, and operational on delivery: • A minimum of 24 GB of registered ECC RAM • A Solid State Drive (SSD) of a minimum of 128-Gigabyte storage capacity • Networking adapters including o 1-Gigabit Ethernet adapters o 10-Gigabit or faster network adapter which may be Ethernet or other networking protocol • A minimum of one terabyte of conventional HD storage capacity The cluster must also include networking switches and cabling for: A.) 10-gigabit or faster networking as above via a 10-gigabit or faster switch, and all necessary cables to connect the Xserves blades via 10 gigabit or faster networking. 1-gigabit networking via a 1-gigabit switch and all necessary cables, such as CAT-5E. BRAND NAME JUSTIFICATION: This high performance cluster will be used to develop parallel processing software that must run under operating systems to include: Microsoft Windows, Apple OS X, and Lunux. Apple Xserve Blades are the only rack mount product on the market that run all three of these operating systems. NIST collaborators and sponsors use all three operating systems, so to respond to their needs, we must be able to run binary files from all three. All responsible offerors that are Apple-authorized resellers/business partners are invited to submit quotations in accordance with the instructions below. ADDENDUM TO PROVISION 52.212-1 - QUOTATION SUBMISSION INSTRUCTIONS Paragraph (b) below replaces paragraph (b) in provision 52.212-1. (b) Submission of quotations. Submit signed and dated quotations to the office specified in this solicitation at or before the exact time specified in this solicitation. Quotations may be submitted on company letterhead stationery, or as otherwise specified in the solicitation. As a minimum, quotations must include- (1) The solicitation number; (2) The name, address, and telephone number of the offeror; (3) Technical description of the items being offered in sufficient detail to evaluate compliance with requirements in the solicitation. Item MUST meet exact specifications as laid out in the description above. This may include product literature, or other documents, if necessary; (4) Terms of any expressed warranty; (5) Firm-fixed price for each CLIN and discount terms; (6) Acknowledgement of solicitation amendment(s); (7) Evidence that the offeror is authorized by Apple to provide the required CLINs; (8) Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Quotations that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. Delivery Location: NIST 100 Bureau Drive Gaithersburg, MD 20899-1000 EVALUATION FACTORS FOR AWARD: • Extent to which offered solution meets or exceeds minimum requirements • Nature and duration of warranty offered • Price Non-price factors are approximately equal to price in importance.
