- Scope of WorkThis project is to complete the task of installing a historically accurate replicated copper finial and spire on top of the lantern room of the Loggerhead Lighthouse. The Loggerhead Lighthouse is located on Loggerhead Key within the park boundaries of Dry Tortugas National Park which is located 68 miles west of Key West, Florida, Monroe County, FL. The Loggerhead Light is a brick tower standing roughly 150-feet tall that was constructed in 1858. This structure is located within the Historic District known as the Loggerhead Light Station. Loggerhead Key also sits within the Research Natural Area of Dry Tortugas National Park which is an environmentally sensitive area with specific resource protection laws in place, therefore there are no motorized vehicles on the island or available, there is also no fishing and contractors should be conscious of their environmental impact to the location. Due to the remote location of this structure the prospective bidders will be responsible for delivery and mobilization of all employees, materials, hardware, tools, safety equipment, hoisting apparatus, power supplies, food, water, and all other incidentals; both personal and work related in order to complete this task. Contractors will need to make arrangements with private services available or the NPS to transport personnel, material, and supplies from Key West to Loggerhead Key.The finial and spire are located in Key West, FL. Contractor should plan on transporting materials, supplies, and equipment from Key West, FL to Loggerhead Key. There may be an option for the NPS to transport the newly fabricated pieces from Key West, to Loggerhead Key. The contractor should plan for personnel to travel from Key West, FL to Garden Key via one of two commercial ferry services. NPS can transport personnel from Garden Key to Loggerhead Key. Installation will take place roughly 150-feet in the air on the roof structure of the lighthouse. Therefore, all current OSHA safety standards must be met in securing personnel, tools, and materials. A safety plan should be included with all potential bids. The only access for personnel will be from the exterior of the watch room. There is a ladder that extends from the exterior gallery floor to the top of the lantern roof structure. Materials and equipment can either be carried up the stairs within the lighthouse or hoisted up on the exterior. Some materials will have to be hoisted up the exterior as they will not fit through the openings inside the lighthouse itself. Any hoisting apparatus temporarily mounted must not have any adverse effects on the historic structure of the lighthouse or other buildings in the area. The new assembly to be installed includes a 16-inch diameter copper pipe with a hole to receive the 1 -inch spire, a copper spherical finial and base, and a stainless steel 1 -inch diameter spire. The copper pipe needs to be installed inside of the spherical finial and attached via a flange at the base to an existing lantern room metal framing rib. The spherical finial will be attached to the existing roof structure at the base which will need to be custom fabricated on-site to fit around the 16 panel rib caps. The spire will be inserted through the spherical finial and interior pipe and bolted (see drawings and photographs). This apparatus will then need to be re-attached to the existing lightening suppression system in place. NPS will arrange to schedule lightening grounding contractors to coincide with this project schedule to ensure the new apparatus is correctly attached to the grounding system. After installation is complete the contractor will be responsible for the removal of all tools, materials, debris (both personal and work related) as well as all personal items from Loggerhead Key and Dry Tortugas National Park.Housing will be provided on Loggerhead Key. There is a small house that has one bedroom available with 2 sets of bunch beds and one bathroom and kitchen with refrigerator, freezer, stove, and oven. Power will be supplied to run the house amenities but the contractors will need to bring all food, water, and fuel necessary to run their own power generating equipment for work related activities such as running power tools. Contractors should be prepared to stay out at this remote location for the duration of the project as transportation to and from Garden Key will not be available unless in an emergency situation. There is limited water available on the island and all power is generated by a photovoltaic system. This work site and project should be prepared for as a back country job with no amenities provides whatsoever. There is no telephone or internet service at Loggerhead Key.It is anticipated that this installation will take 4 employees no more than 1 week to complete mobilization, installation, and demobilization.
