Description
The Fleet and Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Office intends to procure Mobikey devices in support of the Commander Navy Reserve Forces, Norfolk VA. The proposed contract will provide The MobiKEY Identity Based Access Device (IBAD). It is a secure USB CAC enabled authentication device. It provides users the ability to remotely access their NMCI workstation from a non-NMCI internet-enabled computer. MobiKEY was developed and marketed by the company Route 1. The proposed procurement is being processed on an other than full and open competitive basis with Route 1 pursuant to section 4202 of Clinger-Cohen Act of 1996, as implemented by FAR 13.501(a), 10 U.S.C. 2304(c) (1), One source or limited source. The proposed action will result will result in a firm fixed price purchase order. Route 1 is the only vendor that has the stringent PKI/non-repudiation for CAC authentication built into the device. As such, Route 1 is the sole provider and developer of this technology. This device is an integral part of the Proof of Concept and Pilot evaluation planned by CNRFC. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to be considered, responses should be submitted in writing to FISC Norfolk Contracting Department, Philadelphia Office, Attn: Christine Shockley, 700 Robbins Ave., Bldg. 2B, Philadelphia, PA 19111 or via e-mail to Christine.Shockley@navy.mil. Numbered Note 22 applies. The NAICS code is 511210 and the Small Business Standard is $25.0. This requirement will be procured pursuant to FAR 13.5 Test Program for Certain Commercial Items.
