- FA4890-10-R-0009 REMOTELY PILOTED AIRCRAFT (RPA) SOURCES SOUGHT/MARKET RESEARCH The government is considering a combined MQ-1 Predator and MQ-9 Reaper organizational-level maintenance contract starting on/about 1 October 2011 and is seeking industry input on how best to support Air Combat Command's remotely piloted aircraft missions. Support will consist of aircraft, ground control station, and Predator Primary Satellite Link maintenance, weapons loading for both aircraft, munitions build-up for MQ-9 aircraft only, and logistics support for both aircraft to include aerospace ground equipment, tool room, parts ordering, custodial responsibilities for parts and equipment, and Plans and Scheduling responsibilities. Initial plans (subject to change) call for support at multiple deployed locations as shown below. Deployed locations may be combined MQ-1/MQ-9 efforts or stand-alone for each weapons system. Specific locations and exact timing of each location is TBD and the actual number of locations will be dictated by future mission requirements. The level-of-effort will be determined on a "sortie and flying-hour" basis with an allowance for attrition. We expect some level of personnel rotations at the deployed sites, however, are not tied to a specific amount at this time. If CONUS contractor-supported flying is minimized or unavailable, what options are available to train and maintain proficiency for contractor personnel required to support the deployed mission? If some level of CONUS effort is required to adequately support the deployed effort, provide a recommended minimum sortie/flying hour requirement that will fulfill contractor training/proficiency requirements and justification for proposed CONUS support. We are also soliciting industry feedback regarding the price structure for the deployed efforts. Is it feasible to solicit OCONUS on a firm fixed price basis? What kind of workload data is required to facilitate soliciting on fixed price basis?
