Description
This statement of work (SOW) describes the leadership and training services to be provided by the Contractor which are necessary for successful execution of the South Pacific Division (SPD) Regional Leadership Development Program (RLDP). The program will include 5 weeks of duty time offsite, of which the contractor will attend 4-5 weeks. Evaluation of proposals will include verification of leadership and management consulting experience, verification of experience in academic instruction, verification of experience in coaching, and verification of access to a licensed psychologist. The Contractor will be expected to perform the following duties, including but not limited to, those items below and further outlined in the SOW: Responsible for program leadership, including accountability for content, delivery, and outcomes of the leadership program Plans, teaches, facilitates meetings with RLDP participants Coaches and counsels individual RLDP participants during the program year Assists District Steering Committees in support of RLDP participants while they work towards meeting their Division and District program requirements Provide between-session support to the RLDP participants Serves as an on-going contact for RLDP participants during and following the RLDP program year, as required Attends all RLDP meetings/sessions (unless otherwise noted in the Statement of Work) as scheduled during each program year This service will be procured using the Lowest Price Technically Acceptable (LPTA) evaluation method. With the issuance of the Request for Proposal (RFP), the evaluation factors will be released. What is Lowest Price Technically Acceptable (LPTA)?: explanation below... Proposals shall be rated in accordance with each Technical Evaluation Factors on a (pass/fail) basis. Each factor and subfactor will state a minimum requirement. Proposals must meet the minimum requirement in order to "Pass" the factor or subfactor; if the proposal does not meet the minimum, the proposal will "Fail" the factor or subfactor. The proposals must "Pass" all of the subfactors and factors in order for the technical proposal to be determined to be "Acceptable". There will be no point scores assigned, only "Pass" or "Fail". However, even if a proposal fails a subfactor or factor, the evaluators will continue to assess the remaining portions of the proposal; the entire proposal must be evaluated. Note: This is all the information currently available. The complete RFP will be issued approximately around the first of June 2010. Please wait to then to submit Request for Information (RFIs).
