- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce Online (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Sea Systems Command intends to issue a fixed-price incentive fee Request for Proposal to the General Dynamics National Steel & Shipbuilding Company, 2798 Harbor Drive, San Diego, CA 92113, for the detail design and construction of up to three (3) Mobile Landing Platform (MLP) ships. The scope will also include associated supplies and services as well as advance design, long lead time material, special studies, analyses, reviews, post delivery support, and provisioned items ordered. The proposed contract action is a continuation of efforts under competitively awarded contract N00024-09-C-2229. The contract will be awarded using other than full and open competition pursuant to 10 U.S.C. 2304(c)(1), 'only one responsible source and no other supplies or services will satisfy agency requirements'. Companies interested in subcontracting opportunities should contact NASSCO directly. See Numbered Note 22***** 'The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.'
