- PM Aviation Ground Support Equipment DISTRIBUTION STATEMENT A: Approved for public release; distribution is unlimited. Purpose: This market research is being conducted to identify commercially available power systems that meet or exceed Army aviation (rotary and unmanned aircraft) power requirements. For the below requirements, please submit your product information if it meets any one of the five requirements: Electrical, Hydraulic, Pneumatic, De-icing, and Hydraulic Purification. The Army is considering both modular system(s) and multiple stand-alone systems. Required Capabilities: AC Power: The system must provide 115/200 Volts three-phase power, 400 Hz at a 0.8 pf, with: - 48 KVA (38.4 KW) continuous - 70 KVA (56 KW) for 30 seconds - 82.5 KVA (66 KW) for five seconds The system must be able to monitor and control power output. DC Power: The system must provide: - 250 Amperes continuous at 26 Volts, minimum - 350 Amperes continuous at 25 Volts, minimum - 500 Amperes for 1 minute - 1000 Amperes for 5 seconds The system must be able to monitor and control power output. Hydraulic Power: 15.2 Gallons per Minute (GPM) at 3300 psig continuous. The system must monitor and be able to increase and decrease both fluid flow (GPM) and pressure (psig). The system should contain a protection filtration device for both high pressure output and low pressure return of 2 and 5 micron, respectively. Hydraulic Purification: The system should purify both the internal and external hydraulic fluid to a NAVAIR Class of 3. Pneumatic Power: Output air: 60 lbs per minute at 45 psig (sea level), 26.5 lb per minute at 24 psig (10,000 feet altitude). The system should display output in psig rating. De-ice Capability: The system should be able to de-ice aircraft. This capability may be provided by including a one inch diameter connection into the pneumatic power unit for a detachable, hot air de-icing system. Or, the system may be a stand alone de-icer. In this case, the Army desires a system that is easily transportable, deployable, and requires minimal logistic footprint. Below are attributes that are advantageous to any piece of equipment, or collection of equipment. Self-propulsion: The system(s) should be capable of being self-propelled. Ground Mobility: If trailer mounted, the system(s) must be capable of being towed by Army organic prime movers and achieve convoy speeds of 45 mph. Air Mobility: The system(s) must be capable of being internally transported by Air Force cargo aircraft (C-5, C-17, C-130, C-27) and internally or externally transported by Army cargo/utility aircraft (CH-47, UH-60). Health Monitoring Systems (self-diagnostics): The system(s) should include a fault diagnostics algorithm to identify the faulty Line Replaceable Unit and be able to alert the operator of system status. Simultaneous Operations: The system(s) must be able to provide combined loads, AC power, DC power, hydraulic power, and pneumatic power. NATO Compliance: (self-explanatory) Multi-fuel engine: The system(s) should have an engine capable of operating on Army standard fuels: JP-8, diesel, diesel alternatives, and future fluorocarbon free fuels. Companies should not submit information for developmental products and should have already produced at least one fully functional, production representative unit. Please provide as much technical specifications as possible. Photographs are also welcome. This Request for Information (RFI) is issued for informational planning purposes only and does not constitute a solicitation or commit the Government to award a contract, now or in the future. Submitting information for the RFI is voluntary, and participants will not be compensated; this is not a request for proposal, and all information submitted in response to this request shall become the property of the Government and will not be returned to the submitter. Instructions: If after reviewing these requirements, you desire to participate in the market research, you should provide documentation that supports your companys capability in meeting these requirements and the six items listed below: 1.Executive Summary 2.Company Capabilities to include both optimal monthly production capacity and maximum monthly production capacity 3.Detailed Product Description 4.Unit Cost Estimate (Assume buy quantity of 700) 5.Points of contact (including name, email address, phone number, and fax number) for customers currently using ground support equipment that your company has manufactured or is currently supporting logistically (if applicable) 6.Appendices (if required) The Government desires that interested sources provide the production unit cost of the system(s). For purposes of pricing, assume a buy quantity of 700. Please include both part number and catalog price for commercial items. Both large and small businesses are encouraged to participate in this market research. Explain your process for submitting documentation to the Government relative to production process changes and diminishing manufacturing sources that ultimately affect yours and the Governments ability to provide/obtain repair parts needed for sustainment of systems procured. 3.
