- This is a combined synopsis/ solicitation for commercial items prepared in accordance with the format in FAR Subpart 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. The solicitation number is M20364-10-Q-0007 and the solicitation is issued as a request for quotation (RFQ). The solicitation documentation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-40. This solicitation is set aside totally for small business. The NAICS code is 532490 and the small business size standard is $7.0 million. Line Items:0001: Crane rental to include operator (see Statement of Work below for detail) June 1, 2010 through Sept 30, 20100002: Option year 1 Oct 1, 2010 through Sept 30, 20110003: Option year 2 Oct 1, 2011 through Sept 30, 20120004: Option year 3 Oct 1, 2012 through Sept 30, 20130005: Option year 4 Oct 1, 2013 through Sept 30, 2014 Statement of Work:BackgroundCurrently Chemical, Biological, Incident Response Force (CBIRF) uses in-house assets (TRAM, SKYLIFT, BOBCAT) and a contractor provided light weight truck crane (less than 15 ton and not rough terrain) for lifting and moving requirements... The lack of on-site crane support presents safety issues when CBIRF must make do with less than optimal equipment. Further, the extra time required to construct and demolish rubble piles with limited equipment assets places a scheduling strain on the training team. The need to move a heavy load by light weight equipment stresses the equipment and has resulted in breakage exceeding normal operating conditions. Crane operations are also built into training for the Rescue Marines so that they can maintain this skill set.ObjectivesThe objective of having a crane on site is to allow for safe movement during set up and tear down of training scenarios on the south side of the Downey Responder Training Facility (DRTF). Tech Rescue also trains with crane support on weight estimation, proper rigging, and movement of heavy materials with crane support during one of their annual training periods.ScopeConcrete blocks, beams and walls will be safely moved using a contractor provided crane and rigging already at the DRTF to relocate and reorganize the blocks, beams, and walls for upcoming training. This will be done in (4) one week periods throughout the year. Actual dates will be coordinated with the awarded contractor approximately 15-20 days prior to the needed periods. Due to the terrain at the work site, only Rough-Terrain Cranes should be utilized.TasksThe Contractor will provide a crane with operator to meet the below listed requirements. 1.50 tons lifting capacity2.Extending boom 3.Boom elevation from approximately -4 degrees to 75 degrees4.Independent outriggers5.360 degree operation6.Fueled and refueled by Contractor.7.On-site routine preventive maintenance of the crane8.Operator to operate and maintain crane (0730-1630) for a standard working day of 8 hours (one hour for lunch). No Overtime.DeliveryThe contractor must have a crane that meets the above requirements delivered to the work site at the beginning of the work period. An operator must be on site at the beginning of the work period as listed in the tasks section.Once the contract is awarded, DRTF staff will coordinate actual required dates with the Contractor for use. This will be one week periods beginning on a Monday and ending on a Friday for a 40 hour work week. No overtime will be utilized.Equipment, or Information (GFP, GFM, GFE, or GFI)The DRTF staff will provide all rigging required to allow manipulation of concrete pieces at the site.SecurityThe crane operator must be a US Citizen or have a Government issued work Visa. Ten days prior to work commencing the DRTF staff will require an I-9 Employment Form for the crane operator to get a Restricted Area Pass for him during the work period. Travel Travel to and from the worksite is the responsibility of the contractor. Work Site and Period of PerformanceAll work will be performed in the vicinity of the DRTF (Bldg 2083) located on Stump Neck Annex of Naval Surface Warfare Center, Indian Head, Md. The (4) one week periods will be between 1 June, 2010 and 30 September, 2010. Additional option years will require (4) one week periods; (1) week per quarter for the entire fiscal year. The following provisions and clauses apply to this acquisition: FAR 52.212-1, Instructions to Offerors Commercial Items; 52.212-2 Evaluation of Commercial Items; (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers in order of precedence: technical capability of the item offered to meet the Government requirement, price, and past performance. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. FAR 52.212-3, Offeror Representations and Certifications- Commercial Item, with its offer; FAR 52.214-4, Contract Terms and Conditions Items applies to this acquisition and a statement regarding any addenda to the clause; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statues Or Executive Orders- Commercial Items. In paragraph (b) of 52.212-5, the following apply: 52.222-21; 52-222-26, 52.222-35; 52.222-26, 27, 38, 52.225.13, 52.232.33.
