Description
This is a research and development support sources sought notice. This is not a request (solicitation) for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain market research information required to determine the availability and capability of qualified sources to perform the subject requirement. The National Institutes of Health (NIH), National Institute of Environmental Health Sciences (NIEHS), and the National Toxicology Program (NTP), is seeking sources capable of providing the necessary scientific and logistical expertise, personnel, materials, facilities, and equipment necessary to perform statistical support as described below. The NIEHS and NTP carry out a variety of studies that require statistical, mathematical, and computational support and data analysis. The objective of this requirement is to provide support for a variety of NIEHS and NTP research activities, including both laboratory experiments and human studies. The support shall include statistical, mathematical, and computational support as well as data analysis and mathematical modeling of data for a variety of studies, including but not limited to toxicity and carcinogenicity studies, mechanistic modeling, human studies, special studies (reproduction and fertility experiments, and studies on transgenic mice), and basic research carried out by the NIEHS and NTP. Due to the need for frequent interaction, the successful contractor must maintain a staffed facility within 30 miles of the NIEHS in the RTP, NC area. Approximately four personnel shall be required to travel to attend one professional meeting per year to present results from NIEHS studies. Qualified and experienced staff is critical to the success of this effort. Personnel requirements include personnel with skills in the following areas: statistics, biostatistics, bioinformatics, biomathematics, experimental design, data analysis, mathematical modeling, environmental health statistics, toxicological experiments, long term carcinogenicity bioassays, toxicokinetic experiments, geneomics and gene expression studies, high throughput screening, epidemiology, and clinical studies, experience with GLP, GCP, or similar quality assurance specifications. Personnel shall have and maintain skills in hardware/software. The hardware/software includes but is not limited to: SAS, JMP, SUDAAN, MATLAB, S-PLUS AND/OR R, JAVA, LINUX, WINDOWS XP AND WINDOWS 7, C++, FORTRAN, MICROSOFT OFFICE SUITE, ADOBE ACROBAT, ORACLE, TDMSE, INGENUITY, GENEGO, PARTEK, and PERL. The anticipated start date of the award is no later than August 11, 2010. The anticipated period of performance for the base contract is one (1) year, with four (4), one-year options, for a total of five (5) years if all option years are exercised. Business concerns that believe they possess the capability to perform the work described above should submit an original and two (2) copies of their capability statement. Capability statements should include: 1) the organization name, address and telephone number of a point of contact for the company, history of the organization (e.g. number of years in business, duns #); 2) the type of business or organization, organizations size standard under NIACS Code 541711 (small business < 500 employees), identify eligibility under small business, 8(a) veteran owned, small disadvantaged, service disabled veteran owned, hub zone, women owned or other set aside programs as applicable; 3) identify any applicable General Services Administration (GSA), Federal Supply Schedule (FSS) contract number or other ordering mechanism under which the described requirement may be accomplished.4) indicate previous personnel and/or corporate experience and capabilities related to the work identified above. Capability statements should clearly identify the offerors experience and qualifications to perform the proposed work. Documentation may include but is not limited to, government and/or commercial contracts previously performed, references to publications, awards, commendations, etc.; 5) management structure - identify resources available to perform the work (e.g. scientific equipment, facilities, personnel, training, etc.); 6) organizations should identify capability to administer and coordinate interrelated tasks in an effective and timely manner. Interested offerors may submit an original and two (2) copies of their capability statements not to exceed five (5) pages in length, excluding standard brochures, to be submitted for receipt on or before May 13, 2010 at 4:00 pm eastern standard time. Interested Offerors who previously submitted responses under the sources sought notice posted March 12, 2010 are not required to resubmit their capability statements. The estimated release date for the solicitation is May 2010. The estimated receipt date for proposals is June 2010. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organizations qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in federal business opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality: no proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
