- NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH), Office of Mine Safety and Health Research (OMSHR), hereby announces its intent to issue a purchase order to the University of Buffalo, Department of Industrial & Systems Engineering to procure a contract with Victor Paquet to develop methodologies for video based exposure assessment. Purpose and objective: The National Institute of Occupational Safety and Health's (NIOSH) Office of Mine Safety and Health Research (OMSHR) would like to contract with the university to collaborate in improving the safety and health of preparation and minerals processing plant workers when performing maintenance and repair work. The objective for the overall research project is to develop ergonomics audits for safety professionals in the mining industry such that they are able to perform comprehensive audits of workplace ergonomics that are not overly time-consuming or technical. The goal of this portion of the project is to determine key risks for injuries to maintenance and repair workers and develop recommendations to be included in the audit for reducing these risks. To quantify musculoskeletal disorder risk in preparation and minerals processing plants, this study will quantify mechanical exposures to workers (e.g. forces applied to the body, posture) while performing maintenance and repair work. These exposures will then be used to determine areas where future research should be conducted and those that will be included in the audit. Requirements: Using video of maintenance and repair tasks provided by NIOSH, establish appropriate methodologies (ex: PATH or MVTA) to characterize tasks using a video analysis package that is inexpensive to purchase (< $3,000) or custom built. Compare methodologies by evaluating methods for validity and reliability. Develop taxonomy whereby tasks will be analyzed including process flow diagrams and job task analysis. Test and assess methods until satisfactory methods have been obtained and approved by NIOSH personnel. Using the accepted method, perform an analysis of approximately 100 hours of video provided by NIOSH and provide a descriptive analysis of exposures as they relate to the various tasks evaluated. Prepare report of exposures and provide raw data. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice, their written item description/item characteristics and pricing information in the format they choose, not to exceed 10 pages. Please forward the item description and pricing information to Margaret L. Mooney, CDC NIOSH, 626 Cochrans Mill Road, Pittsburgh, PA 15236, Reference 2010-Q-12150. All vendors must be registered in the Central Contractor Registry (CCR) prior to an award of a federal contract. The website is: www.ccr.gov. The Government will review any/all item descriptions and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with University of Buffalo, Department of Industrial & Systems Engineering, State University of New York, Buffalo, NY 14260-2050 as the only source and a purchase order will be issued without any additional notices being posted. The government intends to exercise option years for this requirement; total period of performance would be three years.
