Description
The U. S. Army Corps of Engineers (CE), Portland District, Portland, Oregon intends to award a single-Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed-Price (FFP) Supply contract in Fiscal Year (FY) 2010 for the production of JSATS micro-transmitters for FY 2011 fisheries research projects. The Proposal process will be conducted in two phases, Phase I will consist of production and testing of 100 prototype AMTs for acceptance testing purposes. To enter into Phase I, an offeror must demonstrate it is capable of producing large quantities of acoustic micro-transmitters based on evaluation criteria provided in the solicitation. Depending on response, up to three (3) qualified firms will each be awarded a contract to deliver 100 prototype JSATS transmitters. Selection will be based on lowest price/technically acceptable criteria. Phase II will consist of acceptance testing for prototype transmitters delivered by each of the three (3) selected contractors. Contractors must demonstrate that their prototype acoustic tags meet functional and design specifications for size, shape, performance, quality assurance and bio-compatibility and uniquely-coded acoustic micro-transmitters and activation equipment. A single company producing prototypes that meet or exceed functional specifications and perform successfully in the evaluation of Phase II will be selected to enter the production phase of the contract. Selection will be based upon transmitter size and on unit cost for production transmitters. All evaluation and rating factors will be included in the solicitation. In addition to standard AMTs, the contractor shall provide dummy transmitters; single battery transmitters; and multiple battery long-life transmitters as well as the equipment necessary to activate the transmitters. The contractor shall be capable of producing a high-volume of uniquely-coded acoustic micro-transmitters and transmitter activation equipment. Companies selected to produce prototype JSATS transmitters will be notified on or around 01 July 2010 with prototypes being due for testing no later than 31 August 2010. Selection of a final contractor or contractors for the production phase of this contract shall on or around October 2010. The contract period will be approximately one (1) year and will include two (2) option years.
