- Notice to Offerors - US FLAG Carrier Requirements Past Performance Questionnaire Percy Amendment Certification Form Requirements for Submission WORLDWIDE DESIGN-BUILD GENERAL CONSTRUCTION PROJECTS INDEFINITE DELIVERY INDEFINITE QUANTITY (IDIQ) CONTRACTS for Containerized Housing and Office Units with Integrated Building Systems SAQMMA10R0255 Notice of Solicitation of Submissions for Contractor Pre-Qualification THE U.S. DEPARTMENT OF STATE (DOS), Office of Logistics Management, on behalf of the Bureau of Overseas Buildings Operations (OBO) is requesting submissions to pre-qualify firms to furnish pre-fabricated and engineered Containerized Housing Units (CHU) and Containerized Office Units (COU) {CHU&OU} with integrated building systems, by means of Indefinite Delivery Indefinite Quantity (IDIQ) contracts under which firm-fixed-price task order will be awarded on a competitive basis. The individual task orders issued under the contracts may include a requirement for CHU&OU compound design-build services, construction services, supply, furnish, ship and/or install services or a combination thereof. The tasks required under the contract shall support U. S. diplomatic missions worldwide and U.S. operations in support of contingency, humanitarian relief effects, and emergency relief operations on a global basis. 1. Description - these will be unclassified projects Provide a CHU&OU capable of operating specified building systems to support occupancy for approximately five years with minimal operations and maintenance requirements and independent utility and communication connections. The CHU&OU projects may require complete full design-build construction of a secure compound to include perimeter security; vehicular and pedestrian access control facilities; parking; site recreational facilities fully supportive infrastructure and utilities. The CHU&OU structures shall be able to withstand structural and other loads, thermally induced movement, and exposure to weather without failure or infiltration of water into the unit’s interior. The CHU&OU shall be capable of standalone application or may be required to be integrated with other CHU&OUs; doubled stacked in various layouts to include side by side integrated configuration for optimal space efficiencies and minimization of utility and infrastructure installation. The CHU&OU structure shall include steel skid or other features or components which provide flexibility and easy relocation from one location/project to another. The CHU&OUs shall have internal system capabilities that allow configuration of comfort and life support systems suitable for extreme climates. Acceptable Chemical and Particle Emissions: Interior materials shall not emit chemical and particle emissions that exceed the overall limit for formaldehyde of 0.10 PPM inside the CHU&OU under worst case environmental conditions with interior temperature at 24⁰ C/75⁰ F and exterior temperature at 38⁰ C/100⁰ F while designed HVAC system is in operation. Containerized Housing & Office Units (CHU&OU): A metallic (or other equally durable material) stand alone structural unit or container, ISO certified, with an interior fabricated to support residency of personnel. Number of personnel dictated based upon interior layout and overall dimensions.
