- The U.S. Bureau of Reclamation, Upper Colorado Region intends to award a sole source contract to the Oregon State University (OSU) to perform the following requirements: (1) Update a draft water conflict resolution manual that it has independently developed; (2) Develop an automated process for identification, coding, and mapping of media conflictive and cooperative events involving water resources throughout the 17 Western Reclamation States; (3) Finalize an institutional culture study to detail the resource and career incentives and disincentives for water conflict prevention and management; and (4) Train Reclamation water managers using the manual and materials generated by OSU during past training efforts during 2011-2014 on an as-needed basis. A Justification and Approval is being processed for this requirement. The Government anticipates awarding a firm fixed-price contract. The North American Industry Classification System (NAICS) Code is 611430 (Professional and Management Development Training). This requirement is intended as a sole source contract due to the fact that an integral part of this requirement involves updating and refining a draft Water Conflict Resolution Manual, which Oregon State University (OSU) has claimed copyrights to. All interested parties must respond within 10 business days of the appearance of this notice in FedBizOpps. To be considered, interested offerors must submit technical literature describing their capability to effectively satisfy this requirement, as well as terms and conditions and a complete price quote within 10 days of this notice, to the following electronic mail address: ealvarez@usbr.gov. No solicitation exists and requests for a copy of a solicitation will be disregarded unless one is subsequently issued. All responses from responsible sources will be fully considered. As a result of analyzing responses to this synopsis of intent, the Contracting Officer may determine that a solicitation will be issued. If such a solicitation is issued, an additional synopsis may be published. Any such solicitation that will be open to competition will be issued on FedBizOpps in order to permit firms to respond.
