Description
The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 13.501) with Novadaq Corporation, as the only responsible source that can provide an intaoperative vascular imaging system. This acquisition is being conducted under the FAR 13.501 test procedures for commercial items. Provisions and clauses in effect through Federal Acquisition Circular 2005-24 are incorporated. The Naval Medical Center San Diego has a requirement for an intraoperative vascular imaging system for Naval Medical Center San Diego. The intraoperative vascular imaging system is the only technology that is able to measure blood perfusion using fluorescence and no radiation. The Spy SP2000 System from Novadaq is the system that meets the minimum requirements of the government. NMC San Diego has a requirement for an intraoperative vascular imaging system. The system shall include the following components: intraoperative vascular imaging system, laser camera, daqpac software, computer with hard drive and CD/DVD burner, 17” LCD monitor, keyboard, image printer, cart, and training/education. The system shall be able to measure blood perfusion in tissue without the use of radiation and using dye fluorescence. The system shall be multispecialty capable (plastic surgery, cardiac, organ transplants, micro-surgeries). The electrical requirements for this system are 120 V, 60 Hz, and single phase. The intraoperative vascular imaging system (SPY SP2000), from Novadaq, is the only technology that is able to measure blood perfusion using fluorescence and no radiation. Because this technology is able to measure tissue blood perfusion before the surgery is complete, it is less likely that another surgery will be need based on necrotic tissue. Also, this technology will improve patient safety with less radiation to the patient and fewer repeat surgeries. Items being purchased in this acquisition: Intraoperative Vascular Imaging System (1) This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 334510 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable system is provided by Novadaq Corporation.
