- FOH Program Manager Support Notice of Intent to Award The Division of Acquisition Management intends to award on a sole source basis, as set forth in FAR Parts 12 for the Department of Health & Human Services, a Time & Material award to Richard Best II, 13117 Millhaven Place Unit K Germantown, MD 20874. Interested firms may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent to award is not a request for competitive proposals. However, all proposals received by the closing date, May 19,2010 will be considered by the Government. A determination to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The provision at 52.212-2 is not applicable. The Government desires the following items: See Attached Statement of Work The Government will award a contract resulting from this synopsis/solicitation to the responsible offeror whose offer conforms to the exact Federal Occupational Health Program Manager Support Services listed in the attached Statement of Work and lowest price. Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer or acknowledge its listing in Online Representations and Certifications Application (ORCA). The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (April 2010), applies to this acquisition. This acquisition is conducted under the authority of 41 U.S.C. 253(c)(1) as set forth in FAR 6.302-1(c), only one responsible source and no other supplies or services will satisfy agency requirements.
