- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, and the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage serves as alternatives if the FBO website is unavailable. This action is to procure three (3) Target Sight Systems (TSS) and associated support for the AH-1W Attack Helicopter and UH-1N Utility Helicopters. The acquisition will be issued on a sole source basis to Lockheed Martin Inc. Missiles and Fire Control, 5600 West Sand Lake Road, Orlando FL using FAR part 12. The basis for restricting competition is the proprietary information/data rights owned by Lockheed Martin. The government does not own complete level three drawings or data rights for the TSS. Delivery will be specified in individual orders. Delivery will be at contractor facility 365 days from date of award. DPAS rating is DO-A70. Interested parties contact the POC below. The North American Industry Classification System (NAICS) Code for this procurement is 334511 and the size standard is 750 employees Federal Supply Class 5855. A firm fixed price contract will be awarded. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis, will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. Contractors must be registered with the Central Contractor Registration database. All changes to the requirement that occur prior to the closing date will be posted to FedBizOpps and NECO. It is the responsibility of interested vendors to monitor the FedBizOpps and NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. All responsible sources may submit a proposal, which shall be considered. Reference the above solicitation number when responding to this notice or submitting a proposal.
