- This is a combined Synopsis/Solicitation for Commercial Items prepared in accordance with the Format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Proposals are being requested and a written solicitation will not be issued. The Reference Number N4446610RC190FS is issued as a request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 97-19. This solicitation is One Hundred percent Small Business Set-Aside. NAICS 333298. The Trident Refit Facility at Naval Submarine Base, Kings Bay, GA requires the following item. Item 0001: One Each CNC Static Table Cutting System, M9000, MFG Eastman Machine Company or 'Equal To'. The Static Table Cutting System shall consist of the following: (A) Cutting Gantry and Y- Car (Tool Head holder) Brushless DC Servo Motor Control, Synchronized dual axis servos and dedicated Y axis servo. Working range addressable X - Axis 24 ft. Y - Axis 70.6 in. Maximum plotting and cutting speed 60 in. per second, Onboard control panel with full interface terminal and joystick, Conformal coated PC boards, Precision machined aluminum alloy construction, Clear anodized for superior finish protection. Safety features two pause paddles and two remote emergency stops(B). Tool Head Three tool cutting head with pen lift assembly, Laser Diode alignment tool, Tool depth gauge, Tool changing station, Theta axis servo - drive brushless motor, Electronic pressure control of all tools, Easimark - air brush marking system for parts identification.C. Diagnostic control cabinet Constructed of heavy gauge powder coated steel, Containment unit for all power and control hardware, Completely sealed and pressurized to prevent contamination, Diagnostic LED indicators to provide operational status, Provided with 220 Volt single phase 60 hertz power.(D). Static Table, Heavy duty welded construction, Precision ground linear rail 12 DP rack and pinion drive system, Two 7.5 HP blowers and silencers four manual blast gates for zoning, Custom tempered porous plastic cutting surface, Under table cantilevered cable festooning for full table accessibility.(E). Operating system software, Motion control multi-axis control computer Intel Dual core processor, CD-DVD, Ethernet controller, [2] USB Ports, 17' flat screen monitor, Mouse, 104+ Keyboard, Microsoft Windows operating system.EASICUT2 - Windows cutter control and management software. Eastman Pro design and nesting software pack. Pattern design, marker making, and File import. ON-SITE SETUP/TESTING: Within 10 days after receipt of the Static Table Cutting System by the receiving activity, the contractor shall provide the services of a qualified manufacture's representative to prepare the machine for operation and testing. The requiring activity shall anchor the machine and hook up all utilities. All operator controls and features of the machine shall be tested by the manufacture's representative to ensure the system is operating properly and within the manufacture's specifications.NAMEPLATE:A corrosion-resistant metal nameplate shall be securely attached to the outer surface of the Cutting system and must be visible from the front side of the machine. The nameplate shall be engraved of photo-etched (not hand etched or stamped) with the captions listed below and the corresponding information for each caption. If the equipment is a special model, the model designation shall include the model of the basic standard and a suffix identified in the manufacturer's permanent records. The captions listed may be shortened or abbreviated, provided the entry for each caption is clear as to its identity: NOMENCLATURE, MANUFACTURER'S NAME, MANUFACTURER'S MODEL DESIGNATION, MANUFACTURER'S SERIAL NUMBER, DATE OF MANUFACTURE, CONTRACT NUMBER, VOLTAGE_____ PHASE _____ HERTZ ______. LUBRICATION:A lubrication plate or chart shall be securely attached to the machine. If a chart is furnished, it shall be placed in a transparent plastic folder or laminated between clear plastic permanently sealed sheets. The following information shall be furnished on the chart or plate: POINTS OF APPLICATION, SERVICE INTERVAL, TYPE OF LUBRICANT VISCOSITY.FINAL ACCEPTANCE:The final acceptance of the CNC Static Table Cutting System furnished shall be made at the destination by Code 106 within 30 days after receipt of the machine. Acceptance shall be based upon satisfactory completion of operation and in-service test at destination. During tests, Cognizant personnel of the receiving activity shall be alert for possible signs of improper performance, malfunction, and potential unreliability.Scheduling of delivery will require prior approval from the Trident Refit Facility Point of Contact. DELIVERY:The carrier must make delivery between the hours of 07:30 A.M. and 02:00 P.M., Monday through Friday, except holidays. The carrier must notify the Trident Refit Facility POC by telephone or fax at a minimum of 24 hours prior to delivery. SHIPPING INFORMATION:The following information shall be furnished to the Trident Refit Facility POC, a minimum of 10 days prior to shipment: SIZE, WEIGHT, NUMBER OF BOXES, CARRIER. If Quoting an 'Equal To', you must submit specifications with your quote. The Government Reserves the Right to Award on ALL OR NONE Basis.
