- This publication serves as notice of intent to conduct a commercial fisherman census in the U.S. Virgin Islands for the U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Services, Eastern Region Acquisition Division. The government intends to award a contract on a sole source basis to Barbara Kojis in St. Thomas, Virgin Islands. The government intends to issue fixed price contracts under the authority of FAR Part 13, 106-1(b) to conduct a commercial fisherman census in the U.S. Virgin Island. The performance period is from date of award through 18 consecutive months. Justification: Dr. Barbara Kojis has a unique combination of scientific and practical fisheries management experience, particularly in the area of small-scale fisheries. Dr. Kojis was the director of the U.S. Virgin Islands' Division of Fish and Wildlife and member of the Caribbean Fishery Management Council for 10 years. As part of her director and council duties, she was not only responsible for developing and directing programs to foster the sustainable management of recreational and commercial fisheries but also became uniquely acquainted with small-scale fishermen management issues around the U.S. Caribbean. Dr. Kojis has been a principal investigator for a number research projects dealing with commercial fisheries management issues in the U.S. Virgin Islands. For example, she was part of team that examined the impact of trap fishing on coral reefs. More recently, Dr. Kojis was responsible for developing U.S.V.I.'s draft response fishery management plan to deal with lionfish. Dr. Kojis was responsible for developing the first commercial fishermen census of the U.S. Virgin Islands (see, Kojis, 2004). Contracting with Dr. Kojis would ensure that the methodology and content of the survey is maintained which will make it easier to compare changes over time. Furthermore, as former direction and council member, Dr. Kojis has a unique understanding of the dynamics of the islands, which will provide unique insight into the evolution of the industry over the last seven years. Dr. Kojis' work has been published in a variety of academic journals and books including the Environmental Biology of Fishes, Bulletin of Marine Science, Caribbean Journal of Science, Coral reef restoration handbook, Revista de Biologia Tropical, among others. Dr. Kojis has considerable experience developing and executing surveys in the U.S. Virgin Islands. As noted above, she has developed and ran the first commercial fishermen census in the U.S. Virgin Islands. Maintaining this continuity would ensure that the final product is compatible with earlier efforts and would allow NOAA to have a common form across the U.S. Caribbean (i.e., Puerto Rico and U.S. Virgin Islands) when characterizing the industry and analyzing regulatory impacts. Dr. Kojis is familiar with U.S. Virgin Islands fisheries. As former director of the local fisheries agency, she is well known by the industry. In addition, her survey team is made up of many former, local Fish and Wildlife staff, which is also very familiar with the local fishing industry in both St. Thomas and St. Croix. This familiarity and hands on experience with the industry, should reduce cost of the project since the team knows well the industry participants and there is no need for special accommodations (e.g., hotels). These are important considerations the government will take into account when conducting a voluntary data collection. This notice of intent is not a request for competitive responses. However, all responses received within five days after date of publication of this notice may be considered by the government. A determination by the government not to compete the acquisitions based upon responses to this notice is solely within the discretion of the government.
