Description

***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Oxford Instruments America, Inc., of Concord, MA, for the purchase of a continuous flow optical cryostat. ***The sole source determination is based on the National Institute of Standards and Technology's (NIST) requirement for a helium, high-resolution (constant temperature drift of 0.15 micrometers or less), continuous flow optical cryostat for nanoscale photoluminescence and nanoscale time-resolved photoluminescence measurements that is compatible with existing Oxford Instruments Model LLT600/13 low-loss cryogen transfer tube, Oxford Instruments Model GF4 gas flow pump, and Oxford Instruments Model gas flow controller. Oxford Instruments America is the only vendor known to make a cryostat system that is compatible with the existing NIST transfer lines manufactured by Oxford Instruments America. Delivery date shall be 40 days ARO. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 10 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
