Description
The Social Security Administration (SSA) intends to negotiate under the authority of Federal Acquisition Regulation (FAR) 13.501 (a), on a sole source basis with I/S Management Strategies, Ltd 4942 N. Hollywood Ave Whitefish Bay, WI for consulting services for our mainframe management effort. The LPA Capacity and Software Usage Analysis (LCS) software tool is proprietary and only available from I/S Management Strategies Ltd. SSA currently operates six (6) IBM z/Series mainframes at the National Computer Center (NCC) in Baltimore, MD including zAAP processors. The Agency runs mainframe software products from hundreds of vendors on 29LPARS. The Agency requires services from a vendor that is independent from the software products running on its mainframe environment to continue software pricing model assessments. The contractor shall assist SSA in further studies of alternate software pricing structures in the Agency's mainframe z/OS operating environment. The contractor will assist the Agency in building a comprehensive analysis of software products on the Agency's z/Series mainframes. This analysis will allow SSA to formulate expert knowledge of mainframe software to assist the Agency in planning and execution of software procurement activities. The outcome of the expanded study will allow SSA to leverage new knowledge of software pricing models that allows for savings to the Government. To date, I/S Management Strategies, is the only company identified by SSA that has the capability for providing independent software pricing model assessments and assistance in determining the best licensing structures for mainframe software products. I/S Management provides interrelated educational, technical, and technological planning services in the areas of performance management and capacity, tactical, and strategic planning; they are purportedly the only source available with an existing tool (LPAR Capacity and Software Usage Analysis (LCS) Software) that can assist in planning for, implementing, monitoring, and leveraging software Workload License Charges (WLC). No other tool is believed to be available that is capable of combining information about SSA's licensed software products, analysis of utilization data, and prices to provide near real-time estimates of software charges. SSA has previously conducted extensive market research and published multiple notices to identify alternative sources of supply for these services. This research has demonstrated to the SSA that I/S Management Strategies is the only organization uniquely qualified to implement all the tasks required by SSA. SSA previously awarded three one-year purchase orders to I/S Management Strategies for these services. This follow-on agreement will have a period of performance of five years (base year plus four option years). Again, this is a notice of intent to negotiate on a sole source basis with I/S Management Strategies for these follow-on services and not a request for competitive proposals. Any responsible firm that feels it has the capability to provide this requirement and has similar capabilities and resources as I/S Management Strategies may respond in writing no later than May 11, 2010 with capability statements and information describing in full detail their capabilities to accomplish SSA's objective. Additionally, respondents should cite specific examples of their experience in providing independent software pricing model assessments and assistance in determining the best licensing structures for mainframe software products. Interested parties that feel they can provide these services may respond by submitting their capability statement by email to Nicole.D.Taylor@ssa.gov. All responses shall reference Notice Number SSA-NOI-10-1119. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. If no responses are received by the cutoff date above, the SSA will proceed with sole source negotiations with I/S Management Strategies Ltd. Again, all questions and submissions in response to this notice must be submitted in writing to the e-mail address listed above. Verbal responses will not be considered. Telephone calls regarding this matter will not be accepted, nor will they be returned.
