Description
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) National Environmental Satellite, Data and Information Service (NESDIS), Office of Systems Development, Ground Systems Division intends to negotiate with Real Time Logic, Inc. on a sole-source basis for acquiring highly specialized services to implement and integrate the built-in bit synchronizer functionality as well as additional operations enhancements of RT Logic T400 receivers installed at NOAA Command and Data Acquisition Stations (CDAS) located at Wallops, VA and Fairbanks, AK. Engineering and development are required from the receiver manufacturer to modify the current receivers installed. The firmware and software of the receivers are intellectual property owned by RT Logic, Inc. Recently the initial receivers were successfully installed replacing outdated receivers. The newly installed receivers are based on new digital technology which was a departure from the old analog receivers. An additional twenty-five receivers will be acquired under this acquisition, now that the full capabilities of the new digital receivers in an operational environment have been achieved to support 5-meter Polar Antenna operations. Fifteen additional T400 units are needed to enhance the capability to support command uplink, simulation of the polar mission data, and provide for sufficient sparing. Spare units will be distributed to both CDAS and will be used to compliment the NOAA Polar Acquisition System satellite ground system which supports critical operations that collect weather satellite data from NOAA missions. In addition to the acquisition of 40 T400 units, installation and integration, and maintenance will be provided for an additional four years after warranty. In addition to supporting NOAA primary Polar missions, the NPAS satellite ground system also supports the Initial Joint Polar System (IJPS) which operates jointly between NOAA and EUMETSAT under an international agreement (signed November 19, 1998) and the Ocean Surface Topography Mission (OSTM) as part of an international agreement between NOAA, NASA, CNES, and EUMETSAT (signed April 7, 2006) using the same RT Logic receiver/combiner. Any failure of the NPAS ground system could impact both the IJPS, and Jason-2 missions which would put NOAA at risk of not being able to fulfill the terms of their international agreements. Failure to receive data affects weather forecasting and may have economic and social consequences. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide products/services that fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
