- Draft Performance Work Statement (PWS) - Design and IDEA-Related Analyses for the National Assessment (DIANA) Anticipated Area of Specialty: Design and IDEA-Related Analyses for the National Assessment (DIANA) The U.S. Department of Education is conducting market research. This RFI is being used to determine if sufficient interest and capability exists regarding potential future solicitations. This notice is provided as information to the marketplace and is an invitation for interest. Information submitted in response to this RFI may be used as a basis for future solicitations and/or as a basis for more in-depth research of an organization's capability. Information Gathering: ED seeks capability statements from only small businesses. Additionally, ED is open to teaming arrangements. Capability Statement Instructions : In response to the attached draft Performance-based Work Statement, the U.S. Department of Education hereby solicits capability statements from eligible contractors. ED needs to determine if there are small business sources with the following knowledge, experience and capabilities: * Substantive knowledge of relevant education issues, including early childhood (IDEA Part C), preschool special education (IDEA Part B Section 619), and special education (IDEA Part B) programs and policies; * Demonstrated familiarity and facility with analyzing extant data on children and youth with disabilities and on early intervention and special education services and personnel; * Experience and skill in developing design (data collection and analysis) options for quasi-experimental studies of early childhood programs; * Experience and skill in developing design (data collection and analysis) options for studies of elementary and middle school teacher or principal effectiveness; * Adequacy of time commitment; evidence of successful work in conducting previous studies of a similar nature; * No conflicts of interest that would call into question the independence of a study. Please provide evidence of the above referenced knowledge, experience and capabilities. Examples could include names of previous studies you have worked on and information on the specific role you played. Responses shall contain only substantive information. Responses are not to exceed 6 pages (single-spaced, with a minimum of one-inch margins and 12-point font). Resumes for up to five key personnel may be attached and will not count towards the 6-page limit. Interested small business parties are asked when submitting the Capability Statements to include the following information: 1) Company Name and Mailing Address and 2) Point of Contact (name, title, e-mail address, and telephone number). Specify whether you are a large or small business.
