Description
This document is a detailed list of all OCC office locations of where Temporary Guard Services may be needed. THIS IS A REQUEST FOR INFORMATION (RFI) BEING RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATIONS (FAR) PART 10 MARKET RESEARCH. This is not a Request for Proposal (RFP), and nothing shall be construed herein or through the RFI process to commit or obligate the Government to further action as a result of the RFI. In addition, contractors responding to this RFI shall bear all risk and expense of any resources used to provide the requested information. The information collected through this process is considered to be market research as described by FAR 2.101 and in accordance with FAR 10.002. Not responding to this RFI does not preclude participation in any further RFP, if any is issued. This RFI is issued to assess the level of interest and capabilities of all interested parties. The Office of the Comptroller of the Currency was established in 1863 as a bureau of the U.S. Department of the Treasury. The Office of the Comptroller of the Currency (OCC) charters, regulates, and supervises all national banks. As a bureau, OCC charters, regulates, and supervises national banks to ensure a safe, sound, and competitive banking system that supports both the citizens and the economy of the United States. The Critical Infrastructure Protection and Security (CIPS) office of the OCC is responsible for the protection of all OCC people, facilities, property, and all other OCC assets. The OCC has a requirement for a security contractor to provide Temporary Unarmed Security Guard services as described throughout this Request for Information to support multiple OCC facilities. Specific tasks required may be identified via separate task orders. The CIPS office has a requirement for a contractor to provide the following security guard services to support multiple OCC facilities: Program Management and Security Guards, in support of all CIPS Security Programs. Temporary Guard Services (TGS) are intended to satisfy the OCC short-term, non-recurring yet expanded support needs such as; special events, response to a particular incident or elevated threat level. Additional security guard presence may be required to establish and preserve a high level of security. TGS may include changing the hours of other personnel in this contract. Contractor Response to TGS Request: Within twenty-four (24) hours of the OCC TGS request, the Contractor shall respond with an estimate via e-mail of the number of Contractor personnel required and overall estimated total cost for the service. The Contractor shall have resources deployed for all non-emergencies no later than 48 hours after the initial OCC TGS request has been received. In the event of Emergency Notice, the Contractor shall have resources deployed for all emergency requests no later than 24 hours after the initial OCC TGS request has been received. Locations: The OCC may at anytime require TGS at any of its locations identified in Attachment A. the contractor shall have the capability and resources available either solely or through partnering/ teaming arrangements to provide these services. All Security Officers utilized during TGS shall meet the same minimum qualifications and certifications required to perform these services within the local jurisdiction. Duration: The Contractor shall provide TGS guard services at the direction of the CO. TGS typically will not exceed 500 hours per year. INFORMATION REQUESTED: The OCC is requesting information from public organizations and corporations that provide temporary unarmed security guard services for all OCC locations nationwide. Respondents to this RFI shall provide the following information: a. Contractor background summary including: contractor name, DUNS, point of contact information, email, phone and business size. b. Location and capability of services: For example, number of employees, and the number and location of field offices. Furthermore, the contractor shall state that they possess and have the capability to provide all licenses required to perform guard services in Maryland. c. Describe your company’s experience and expertise in providing guard force. d. Provide three examples from past performance projects similar to this program (examples can include Government and commercial projects). Also please indicate the type of contract (i.e. performance based, pricing arrangement, points of contact and value). e. Describe your company’s training / education requirements for Program Managers, Unarmed Security Guards, and Shift Supervisors. f. Describe your company’s continuing training, re-certification and education programs for employees. g. Describe your company’s typical guard qualifications: Minimum physical standards, experience, licenses, certifications, etc. RFI RESPONSE GUIDELINES AND PROCEDURES: Responses to the information requested is limited to ten (10) pages in 12 pt, Times New Roman font, and not exceed 1MB in size. Questions regarding this RFI shall be submitted via email to Azita Mamdouhi at azita.mamdouhi@occ.treas.gov no later than May 14, 2010 by 5:00 p.m. No telephone calls will be accepted. All responses shall be submitted to Azita Mamdouhi, via email at azita.mamdouhi@occ.treas.gov no later than 12:00 p.m. on May 27, 2010.
