- The Defense Supply Center Philadelphia (DSCP) intends to issue an unrestricted formal Request for Proposal (RFP) for the acquisition of one NSN, 6230-01-544-2283 (Flashlight), under solicitation number SPM8E8-10-R-0002. The approved source is Fiskars Brands, Inc. (0RAU7), p/n 22-80075. If the product offered is other than the Fiskars flashlight, an equal product manufactured domestically or in a "Trade Agreement Act” country (see DFARS 252.225-7021), I/A/W the following specifications, will be considered. SPECIFICATION DATA: Light Source: Light Emitting Diode (LED, 1EA) Lumens: 1.3 - 3 Batteries: AA Energizer/Duracell (1 EACH) Included Burn Time: 25 hours Chassis: Type III Hard Anodized 6061 Aluminum Length: 3.5 Inches - 4.25 Inches Weight w/ Batteries: 4 oz Color: Black Pocket Clip Included in Design Output Color Modes: Red; White; NVIS Green; IR Offerers supplying other than Fiskars Brands Inc (0RAU7) product must submit 2 Samples for Evaluation along with a technical data package. Solicitation period will be 31 days; Issue Date: May 26, 2010, Closing Date: June 28, 2010. This procurement will be for a stock Indefinite Quantity Contract (IQC), which will be awarded in accordance with procedures in FAR 13.5 (Test Program for Certain Commercial Items.) The IQC will consist of a two-year base and three possible one-year options. All proposals must include a copy of a completed solicitation with a Firm-Fixed Price for the two-year base and delivery data. The provisions in the Economic Price Adjustments (EPA) clause will provide for adjustments of option year pricing. Follow directions as outlined in the solicitation. All responsible sources must submit a proposal which shall be considered by the agency. After solicitation open date, copies of the solicitation will be available on the DIBBS website. Interested parties will be able to obtain and view all required information to respond to the solicitation. The annual estimated demand quantity is 5,975 EA. Required delivery is 75 days after the date of the delivery order. Delivery will be to the Defense Distribution Depot located in New Cumberland PA 17070-5002. An award is anticipated by the end of September 2010. NOTE: Copies of the solicitation package will not become available until the solicitation issue date; copies will be made available on the DLA Internet Bid Board System at https://www.dibbs.bsm.dla.mil.
