Description
The U.S. Army Contracting Command (ACC), Joint Munitions & Lethality (JM&L)Contracting Center, Picatinny Arsenal, NJ 07806-5000, in support of the U.S.Army Armament Research Development Command (ARDEC), Benet Laboratories, located at Watervliet Arsenal, Watervliet, New York, intends to solicit arequirement for technical support services to include Automation SupportServices, Resource Management Support Services, Project Management SupportServices, and Real-time Software (Electrical)Support Services. Thisrequirement will provide specific services on a task-by-task basis for thefour types of services as follows: Automation Support Services - 1) Technical support to administer and maintainthe users computing environment, including the creation and maintenance ofuser accounts and profiles, user logon scripts, user server based storage,user file security, and user email accounts. 2) System technical supportwhich will include: testing and installation of software applications for users, troubleshooting and supporting server and workstation systems withapplication software; maintaining system data backup and restorationprocedures; installing network card and modems; configuring pc mcia cards.3) Network technical support which will include: trouble shooting and supporting LAN/WAN equipment and network security equipment, monitoring anddocumenting the status and performance of the wide area network and local areanetworks, performing preventive maintenance cleanings and inspections ofnetwork hardware. 4) Administer help desk procedures and training to end-users. Resource Management Support Services: 1) Assist Project Leaders withdeveloping Work Breakdown Structures and assigning funds in the financialsystems. 2) Monitor cost variances and investigate causes. 3) Review project funds, identifying and proposing transfers. 4) Assist in securingprogram funds through the control system. Project Management Support Services: 1) Assist with developing and reportingEarned Value Management. 2) Assist with evaluating schedule and costvariances. 3) Conduct periodic reviews of compliance with client EVM systems assessing project risk. 4) Assist in analytical assignments, i.e. data collection, modeling, analysis, process/product related testing and product development. 5) Assist in the preparation of reports, briefings and documentation deliverables. Real-time Software (Electrical) Support Services: 1) Assess electricalrequirements, evaluate concepts, perform materials analysis. 2) SupportGraphical User Interface (GUI) development software. 3) Support test dataacquisition systems. 4) Application programming support for embeddedcontrols, sensors, diagnostics and gun emulators. Specific mix of senior and junior personnel with related skills, knowledge and aptitude in the following labor categories will be utilized for individualtasks: System/Network Administrator Senior, System/Network Administrator Junior, Software Administrator Senior, Software Administrator Journeymen,Database Administrator Senior, System/Software Engineer Senior, Resource Management Assistant Senior, Resource Management Assistant Junior, ProjectManagement Assistant Senior, Technical Assistant Senior, Technical Assistant Junior. This effort is set aside for Small Business concerns. The proposed contractwill be structured as a one year base contract with four one year options at amaximum ceiling price of $9,925,000. The minimum guarantee is $100,000 overthe full term of the contract to include option years. The appropriate NorthAmerican industry System (NAICS) code is 541611.
