Description
THIS IS NOT A REQUEST FOR PROPOSALS, AN INVITATION FOR BIDS, OR A REQUEST FOR QUOTATIONS. FURTHER, IT DOES NOT REPRESENT A COMMITMENT BY THE GOVERNMENT TO PAY FOR COSTS INCURRED IN PREPARATION AND SUBMISSION OF DATA OR ANY OTHER COSTS INCURRED IN RESPONSE TO THIS ANNOUNCEMENT. This is a Sources Sought notice with the intent to award a sole source contract to Keyence Corporation of America (Keyence) under the authority of FAR 6.302 because Keyence is the original manufacturer and supplier of the digital microscope described in this notice and is uniquely qualified to provide an optical lens and high magnification stand that will directly attach and integrate to its proprietary digital microscope as described below. Notice is provided as information to the marketplace, market research, and is an invitation for any other qualified companies to express their interest in and demonstrate their capability to perform the anticipated work. Background The National Transportation Safety Board is an independent Federal agency charged by Congress with investigating every civil aviation accident in the United States and significant accidents in the other modes of transportation -- railroad, highway, marine and pipeline -- and issuing safety recommendations aimed at preventing future accidents. The NTSB has a requirement to accurately and effectively document factual evidence on transportation accident components and systems. The NTSB partially accomplishes this requirement through digital photography using a Keyence VHX-600 digital microscope. The NTSB first purchased the Keyence VHX-600 digital microscope from Keyence in 2007. The NTSB has used the digital microscope as a system for accurate and effective photo documentation of accident components. To aid in the photographic documentation of accident components, the NTSB requires an optical lens and stand with a zoom range of 100X to 1000X as an accessory for the existing Keyence VHX-600 microscope that will directly attach and integrate with the microscope. Specifically, NTSB has a requirement for the following items: 1. Part # VH-Z100UW. VH Zoom Lens with DIC 100x-1000x Double'R Zoom Lens. Quantity 1. 2. Part # OP-86927. SCP Filter Set Filter. Quantity 1. 3. Part # OP-86943. HDIC Prism Set Filter. Quantity 1. 4. Part # OP-84430. Dual-light Base Unit for VH-Z100R For VHX. Quantity 1. 5. Part # OP-72402 Illumination Adapter Stand. Quantity 1. 6. Part # OP-72405. Polarized Illumination Ring. Quantity 1. 7. Part # VH-S5 Stand for high Mag lenses. Quantity 1. 8. Part # VHX-S15H. Motorized Stage for VH-S5 3D Profile Measurement. Quantity 1. 9. Part # OP-51620. Lens Holder for VHX-S15. Quantity 1. The Keyence digital microscope, zoom lens, and high magnification stand is a proprietary system and requires the appropriate and compatible equipment to function. Keyence is the only known company that supplies compatible equipment to its proprietary microscope. Required Capabilities Sources capable of satisfying this requirement as described above must provide equipment that is compatible with the existing Keyence VHX-600 microscope. The equipment must directly attach and integrate with the Keyence VHX-600 microscope. The equipment must increase the functionality of the existing Keyence VHX-600 digital microscope by increasing the magnification range of the system with a zoom range of 100X to 1000X. The contractor's lens must provide enhancements by incorporating Differential Interference Contrast (DIC) and polarized light viewing and a stable stand for higher magnifications. Sources capable of fully satisfying the above requirements are invited to submit capability statements/expressions of interest providing the Government the necessary information to determine actual capability. At a minimum, this information, which must be prepared specifically in response to this notice should, must include: (1) identification of company or organization; (2) an assertion of existing, full capability to meet proposed requirements; (3) business/contracts/marketing office point(s) of contact; (4) notification of business size and /or special status; and (5) any additional information that may be useful to the successful procurement of the requirements, if solicited. These expressions of interest shall adhere to a ten (10)-page submission limit plus web links and any specialized product descriptions. The statement of qualifications should include only information that clearly demonstrates the respondent's capabilities, expertise, and experience to perform the requirements described in this notice. General marketing material should not be included. The NTSB prefers that companies do not submit proprietary material. However, the Government recognizes that proprietary data may be a part of your submittal. If so, clearly mark such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement, which shall be considered by NTSB. Parties must submit information within four days of publication of this notice. NTSB will not return capability statements and the supporting documentation submitted in response to this notice. Telephone responses and inquiries will not be accepted.
