- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institutes of Health (NIH) National Heart, Lung and Blood Institute (NHLBI), on behalf of the National Institute of Arthritis and Musculoskeletal, and Skin Diseases (NIAMS) intend to negotiate with Esprit Health, LLC, 641 W. Willow Street, Suite 208, Chicago, IL 60614-5172. The requirement is being conducted under FAR Part 13, http://www.acqnet.gov/Far, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 2005-40 (April 22, 2010). The reference number for this announcement is NHLBI-PB-(AR)-2010-156-MLK. The acquisition is being conducted as noncompetitive, with no set aside restrictions. The North American Classification System (NAICS) code applicable to this requirement is 511210 and the associated Business Size Standard is $25.0M. The proposed period of performance for this requirement is twelve (12) months (May 19, 2010- May 18, 2011) with four (4), twelve (12) month option periods. The following products/services will be procured: 1. eSphere Software License 2. BioSpecimen Management System License 3. eSphere Online 4. Interface (HL7) – ADT 5. Interface (HL&) - Progress Notes 6. Interface – CDR 7. Office of Researcher Services 8. Maintenance Support Esprit Helath, LLC, is the developer of the software, and due to the proprietary nature of the software, only Esprit Health has the expertise and know-how to fulfill the requirements. The purchase order will be awarded using the simplified acquisition procedures of FAR Part 13 – Simplified Acquisition Procedures, therefore the requirement of FAR Part 6 – Competitive Requirements are not applicable (FAR Part 6.001). Responses must include in their quotation, the unit price, the list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Responses to this announcement, referencing synopsis number NHLBI-PB-(AR)-2010-162-MLK must be submitted electronically to mkatzper@nhlbi.nih.gov, Attention Margo Katzper. Responses are due May 17, 2010 by 7:30 a.m., Eastern Time. Interested parties may identify their interest and capabilities in response to this notice.
