Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only full and open competition solicitation; proposals are being requested and a written solicitation will not be issued. Simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-40. Solicitation number FDA-SOL- 1070517 is issued as a Request for Quotation (RFQ). This synopsis, NAICS code 334516, size standard 500, is to notify contractors that the government intends to issue a Firm Fixed Price Purchase Order in accordance with FAR Part 13.106 for the following statement of work, under the simplified acquisition procedures. Any firm that believes it is capable of providing the required service as stated herein may submit a capability statement to document its ability to provide the required services. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer(s) is/are providing the Best Value and discussions are not necessary. Award will be made to the party whose quote offers the best value to the Government. The Government may award this contract to other than the lowest price technically acceptable quote. The Food and Drug Administration (FDA) intends to award a purchase order for a Service agreement for a Carl Zeiss electron microscope EM912. PART 2: Statement of Work (SOW) 2.1. Technical Requirements 2.1.1 Shall include a minimum of one preventative maintenance visit per year throughout the duration of the contract. 2.1.2 Shall provide emergency repair service during the hours of 8:00 a.m-5:00 p.m. Eastern time, Monday-Friday, excluding observed holidays. (In this context, emergency is an unscheduled, unplanned repair) 2.1.3 Shall include all labor, travel and parts. 2.1.4 Parts shall be new when available, although used/refurbished parts may be used only when authorized by the microscope manufacturer. 2.1.5 Work shall be performed by a technician certified by the microscope manufacturer. 2.1.6 Work shall be performed on-site, at the location specified below in Part 3. 2.1.7 Unless both parties agree that the equipment requires transportation to the technicians' facility. Transportation costs are incurred by the vendor. 2.1.8 Contractor shall respond within 48 hours of a service call with a scheduled repair date. 2.2 Security Service to be performed at the FDA Nicholson Lane facility requires an appointment at an agreed upon time between the contractor and the end user. Contractor shall call the end user (phone number to be provided when appointment is scheduled as there are multiple end users in the facility) from security desk for an escort to the Electron Microscopy Facility within the building. 2.3 Place of Performance Work shall be formed on-site at the FDA EM facility, NLRC 5516 Nicholson Lane, Room A110 Kensington, MD 20895 2.4 Period of Performance Base Year plus 4 option years. 2.5 Work Hours Work is performed during the regular working hours of 8:00 am through 5:00 pm weekdays. Excludes holidays or Federal Closures as determined by Executive Orders or opm.gov. PART 3: INVOICING INSTRUCTIONS The Contractor shall submit invoices to the contract specialist and the project officer concurrently via email. To constitute a proper invoice, the invoice must be submitted on company letterhead and include: 3.1. Name and address of the Contractor 3.2. Invoice date and invoice number 3.3. Purchase order number 3.4. Description, Quantity, Unit of Measure, Unit Price, and Extended Price of supplies delivered 3.5. Shipping number and date of shipment, including the bill of lading number and weight of shipment if shipped on Government bill of lading 3.6. Terms of any discount for prompt payment offered 3.7. Name and address of official to whom payment is to be sent (Must be the same as that in the purchase order or in a proper notice of assignment) 3.8. Name, title, and phone number of person to notify in event of defective invoice 3.9. Taxpayer identification number 3.10. Electronic Funds Transfer (EFT) banking information 3.11. The purchase order shall be Firm Fixed Price. PART 7: EVALUATION FACTORS The offeror's ability to demonstrate/describe the following factors as noted in PART 6. 7.1 Technical Capability: The contractor shall demonstrate they can provide all of the items listed under the Detailed Specifications. 7.2 Relevant Experience: The contractor shall demonstrate they have provided the same or similar experience to the government or other companies within the last 3 years. 7.3 Price. The purchase order shall be Firm Fixed Price. EVALUATION AWARD CRITERIA: Award will be made to the party whose quote offers the best value to the Government. The Government may award this contract to other than the lowest price technically acceptable quote. Technical Capability and Relevant Experience combined are significantly more important than price. When all other factors are equal, price becomes the determining factor. FDA intends to make an award soon after the response date of this notice.
