Description
This synopsis represents market research and is the Governments attempt to expand the vendor base of an item currently restricted to one source. TACOM-Rock Island is soliciting information from the Industry. Your participation in this market research is voluntary and at no cost to the Government. The item to procure is a single-piece Ring, Obturator, NSN 1025-01-569-3629, Part Number 11581020, for use on the M777 Howitzer. The single-piece Ring, Obturator assembly (1025-99-834-8242) F/155mm M776 Cannon is a fully vulcanized neoprene assembly with fully machined sliding steel segments, integrally bonded to make one piece obturator. The part has a 184.66mm O.D. x 30.04mm thick. The top drawing is source controlled and qualification procedures are not available. The following information is solicited from Industry: 1. Do you have a commercial or non-commercial item with or without minor modifications that meets the stated requirements? If yes, please provide a description of the item, delivery time, and estimated cost. Describe any modifications required. Provide product data sheets. 2. Do you have the experience/capability to modify a commercially similar item or manufacture this item to Government requirements? Please identify your experience/capability, delivery time, and estimated modification or production cost. 3. What are the customary/industry practices regarding warranty, buyer financing, discounts, distribution, support, repair, maintenance, packaging and marking? 4. What are customary practices regarding testing of this item? What tests are performed and how often? 5. What are any laws/regulations unique to this item being acquired? 6. What is your practice regarding the use of recovered materials, promoting energy conservation and efficiency? 7. Does the general description contain any requirements that you consider to be overly restrictive or that may inhibit effective competition? 8. What is your business size and socioeconomic status? 9. Do you have the ability to provide this item? 10. How long have you been producing this item? 11. Do you have a list of companies currently using this item? 12. Do you have a list of companies currently using this item in the kinds of environment in which the DoD uses it? 13. What are the minimum order quantities? This synopsis does not constitute a commitment by the Government to place a contract with anyone who submits the requested information on this item. Nor does it constitute authorization to begin work or incur costs against this announcement. In accordance with FAR Clause 52.215-3, (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and Proposal Costs, of the Federal Acquisition Regulation (FAR). (b) Although proposal and offer are used in the Request for Information, your response will be treated as information only. It shall not be used as a proposal.
