- NASA/GSFC has a requirement for 5 (five) Flight Navigator GPS Front-End Electronicsunits for the Global Precipitation Measument (GPM) Project.The National Aeronautics and Space Administration (NASA), the Office of Space Science(OSS)and the Goddard Space Flight Center (GSFC) have the stated mission to design,develop,integrate, launch, and operate the Global Precipitation Measurement (GPM)Mission.The GPM mission is one of the next generation satellite-based Earth science constellationmissions that will study global precipitation (rain, snow and ice). The GPM CoreObservatory will be carrying both a dual frequency radar instrument and a passivemicrowave radiometer. The Core Observatory will serve as a calibration standard for theother members of the GPMconstellation.The work to be performed for Contractor design, development, fabrication, and delivery ofthe GPM GPS FrontEnd Electronics, also referred to as the FEE.The scope of work for this procurement entails the Contractor providing the facilities,personnel, services, tools, equipment, and materials necessary to deliver 5 (Five) FlightUnit Front-End Electronics in accordance with the Navigator Front-End ElectronicsStatement of Work, Specification, and Deliverable Items List and Schedule, which will beprovided as attachments with the RFQ.The Contractor shall generate a matrix that lists each section in this statement of workand indicates either compliance or non-compliance. Areas of non-compliance need to beaddressed by the Contractor showing how they plan to meet the requirement(s) or why itwill remain noncompliant.This specification is limited to defining the functional, performance, and environmentalrequirements for the Flight Front-End Electronics unit. The FEE is defined as onecombined electronics unit consisting of component stages (Band Pass Filter, DC Block, andLow Noise Amplifier) as illustrated in figure 2-2 ( see Attachment A for specifications).All work shall be accomplished in accordance with specification as described inAttachment A, entitled 'Navigator GPS Front-End Electronics Performance Specification',Statement of Work (SOW) as described in Attachment B, entitled 'Navigator GPS Front-EndElectronics Statement of Work', and Deliverable Items List and Schedule as described inAttachment C, entitled 'Navigator GPS Front-End Electronics Deliverable Items List andSchedule'.This procurement is a 100% small business set-aside under Federal Acquisition Regulation(FAR) Subpart 15.3, 'Source Selection,' and NASA FAR Supplement (NFS) Subpart 1815.3,'Source Selection.'NASA/GSFC anticipates awarding a Firm Fixed-Price type contract for the Navigator GPSFront-End Electronics with an anticipated award date on or about June/July 2010. This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation, which is issued as a Request for Quotation (RFQ); quotes are beingrequested and a written solicitation will not be issued. Offerors are required to usethe On-Line RFQ system to submit their quote. The On-line RFQ system is linked above orit may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin=.The information required by FAR Subpart 12.6 is included in the on-line RFQ.The Government intends to acquire a commercial item using FAR Part 12 Acquisition ofCommercial Items.This procurement will be processed using the procedure in FAR Part 13 using SimplifiedAcquisition Procedures, and the Procedures set forth in FAR Sub Part 13.5 'Test Programfor Certain Commercial Items'.The following procedures apply to this procurement. The evaluation factors listed in thissolicitation do not necessarily indicate their order of importance and subfactors, ifany, may not be indicated. Award without discussions may be made. Negotiations may beheld with one or more offerors but not necessarily with all offerors in the competitiverange if one is established. Comparative evaluations of offers may be made. Offers willbe evaluated inclusive of transportation charges from the shipping point of the supplierto the delivery destination. Award will be based upon an assessment of price and otherfactors. The award document may be a purchase order or a contract at the discretion ofthe Contracting Officer. Notifications to unsuccessful offerors shall be given only ifrequested. Questions regarding this acquisition must be submitted in writing via e-mail tonadja.hardy@nasa.gov no later than 05/14/2010.It is the quoter's responsibility tomonitor this site for the release of amendments (if any).
