Description
As previously announced, the Space and Naval Warfare Systems Command (SPAWAR)intends to issue a Request for Proposal (RFP) on behalf of the Program Executive Office (PEO) Command, Control, Communications, Computers and Intelligence (C4I), International C4I Integration Program (PMW 740), for Business Finance Management (BFM) support to PMW 740. The proposed effort will include financial management support for Security Assistance activities using various funding types including: Foreign Military Sales (FMS), Foreign Military Financing, NDAA Section 1206, and appropriated funds. The period of performance for this effort is five (5) months from the date of award, with four (4) one-year options followed by one (1) seven (7) month option, for a total period of performance of five (5) years. The Task Order (TO) is estimated to be awarded late 4th QTR in FY10. This effort will be competed as a small business set-aside requirement. SPAWAR and PMW 740 will conduct an Industry Day briefing in order to provide Industry additional clarification and insight into this requirement. The briefing will be held on 13 May 2010 from 8:00-10:00 a.m. at the MITRE Corporation facility located at 2280 Historic Decatur Rd., San Diego, CA 92106. The briefing will begin promptly at 8:00 a.m. Participation at the Industry Day briefing is limited to three (3) representatives from each company, as follows: (a) Two (2) representatives from the small business; and (b) One (1) additional representative (e.g. from a potential large business subcontractor/teaming partner) at the discretion of the small business. All participants must RSVP via email to Mr. Bryan Glover at bryan.glover@navy.mil and Ms. Carla Brown at carla.brown@navy.mil by COB 11 May 2010. The RSVP must be submitted by the small business and must contain the following information: (a) Full name and title of each representative planning to attend (must be a U.S. citizen and must be so stated in RSVP) (b) Company name represented, including the CAGE code of the company (c) Email address and direct phone number for each representative All participants will be required to check in and show government-issued picture identification prior to the briefing. Draft versions of the Performance Work Statement (PWS), Section L Instructions, Conditions, and Notices to Offerors, Section M Evaluation Factors for Award, and the Award Fee Plan will be released prior to Industry Day. This pre-solicitation notice is provided for informational purposes only and is not a RFP. This synopsis does not constitute an invitation for bid or RFP, and is not to be construed as a commitment by the Government to issue a contract or order.
