- The Fleet and Industrial Supply Center, San Diego, Regional Contracts Dept., Seal Beach Division, intends to negotiate a firm-fixed price contract on a sole source basis with Quarterwave Corp, Rohnert Park CA, for the acquisition of one (1) EA Traveling Wave Tube amplifier, Model 9100/96208-H68110 a direct replacement part for a An/UPQ-8 Threat Emitter, pursuant to FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will satisfy agency requirements, under the authority of 10 U.S.C 2304(c)(1). Due to the unique knowledge and support material required, Quarterwave Corp is the only contractor to provide this product. This item is necessary to support the AN/UPQ-8 threat emitter during its lifecycle. This will be a commercial acquisition using simplified acquisition procedures for commercial items in accordance with FAR 13.5. The North American Classification System (NAICS) codes 334220. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposal received by May 14 2010 will be considered by the Government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. A proposal may be submitted via e-mail or facsimile with complete mailing address, point of contact, phone number, facsimile number, business size and shall be clearly marked with solicitation N00244-10-T-0229. Please forward your information not later than 4:00 PM PST May 14 2010 to Rachel.McFarland@navy.mil or by facsimile (562-626-7877). Quotes submitted as an attachment to an email should be sent in Word Version 6.0 or higher. Sole Source Justification: 1. The intended use of the material or service: This procurement is to acquire a traveling wave tube amplifier (TWTA), Model 9100/96208-H68110, a component of an AN/UPQ-8 Threat Emitter used to train tactical aircraft aviators in hostile surface-to-air environments for the the Marine Corps Air Station (MCAS) Cherry Point. 2. The critical or unique characteristics of the material or service are mandatory for the intended use: The end item, the An/UPQ-8 threat Emitter, is designed around the TWTA Model 9100/96208-H68110. The "heart" of this threat emitter is its traveling wave tube amplifier (TWTA) and Quarterwave Corporation is the sole designer and manufacturer of this TWTA with proprietary rights to the proposed item' technical data package. As the original manufacturer, Quarterwave Corp, can manufacture the requested TWTA based on its inherent knowledge on its design. 3. Reason why only the select source can furnish the requirements to the exclusion of all other sources: No other contractor can provide this item. Quarterwave Corporation Source owns proprietary rights and data to required equipment. The required part must meet the form, fit, and function compatibility requirements of the original AN/UPQ-8 TWTA threat emitter. 4. Market Survey Conducted: No market survey was conducted. Quarterwave Corporation part numbers are peculiar to their line of products.
