Description
THIS IS A SOURCES SOUGHT NOTICE AND SHOULD NOT BE CONSTRUED AS A SOLICITATION ANNOUNCEMENT. THE SUBMISSION OF THIS INFORMATION IS FOR PLANNING PURPOSES ONLY. IT IS NEITHER TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO PROCURE ANY SERVICES, NOR DOES THE MIDDLE EAST DISTRICT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS REQUEST FOR INFORMATION OR OTHERWISE PAY FOR THE INFORMATION SOLICITED. The purpose of this notice is to gain knowledge of potential qualified large business concerns, both US and Foreign, capable of performing construction of CH-47 capable rotary-wing parking aprons and associated taxiways in Afghanistan. As the work will be performed outside of the continental U.S., no set asides or socioeconomic preference of any sort will be granted. This effort is classified through the North American Industry Classification System (NAICS) under 237990 Other Heavy and Civil Engineering Construction. It is anticipated that a solicitation announcement will be published in the Federal Business Opportunities on or about June 21, 2010. The contract will consist of multiple Contract Line Item Numbers (CLINS), which are Firm Fixed Price with additional options. The estimated cost of this Design Build project is between $10,000,000 and $32,000,000 with an estimated period of performance of 540 days after award of the contract or Notice to Proceed. The United States Army Corps of Engineers has the requirement to construct a rotary-wing parking facility with all associated facilities capable of supporting 20 additional helicopters. Pavements & spacing will be CH-47 capable, and aircraft barriers will be provided only when required for parking other armed helicopters at FOB Sharana, Afghanistan. Project includes lighting, markings, tie-downs, and grounding points. Primary facilities include parking spaces designed to support, at a minimum, a CH-47 helicopter. Supporting facilities include electrical, water, & fire suppression distribution systems, roads, drainage, and site improvements. Response Requirements: All interested firms should complete the attached Capability Statement and return it via e-mail to robin.d.mcdonald@usace.army.mil: Submission should be received by 1600 Eastern Standard Time, May 12, 2010 and should not exceed two (2) one-sided, 8-1/2 X 11 pages. The submission should address all questions in the capability statement and your ability to perform the work stated in the project information section of this notice. This synopsis is intended for market research purposes only and IS NOT A REQUEST FOR PROPOSAL (RFP) nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. NO HARD COPY OR FACSIMILE SUBMISSIONS WILL BE ACCEPTED.
