Description
FISC Norfolk Contracting Department, Philadelphia Office intends to acquire, on an other than full and open competitive basis from Valour LLC, Aircraft Maintenance services for the Marine Helicopter Squadron's seven (7) CH-46E and six (6) CH-53 E type/model/series (T/M/S) aircraft. Maintenance of the aircraft shall be conducted primarily at the HMX-1 hangar space and flight line aboard the Marine Corps Air Facility (MCAF), Marine Corps Base (MCB) Quantico, VA. The contractor will be provided the necessary tools, parts, support equipment/Individual Material Readiness List (IMRL), personal protective equipment (PPE) not limited to cranial with sound suppressers installed, safety goggles/face shields, gloves, apron, chemical resistant coveralls, respirators and materials for aircraft maintenance as needed. The procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1. The Government intends to solicit and negotiate with Valour LLC on a sole source basis. The company has the background, understanding, and expertise in Marine Corps operations to successfully meet the aircraft service requirements. No other company possesses the unique technical approach and solution that Valour does. Services are anticipated to be provided for a base period of one (1) year with four (4) one-year renewal option periods. It is anticipated that a Firm Fixed Price (FFP) contract will be awarded as a result. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested persons may identify their interest and capability to respond to this requirement. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based on the responses received is solely within the discretion of the Government. The Government will not pay for any information submitted in response to this notice. The applicable NAICS and size standard are 488190 and $7M respectively. Numbered Notes #22 and #26 apply.
