Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. The solicitation number is NHLBI-PB-(HG)-2010-130-DLM and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-40 (4/22/2010). Period of Performance: The proposed period of performance for this service will consist on one (12) month basic contract period for a total of 784 Hours and include one (1) option to renew for a twelve month period for a total of 784 hours. This solicitation is set-aside for a small business. The North American Industry Classification (NAICS) Code is 541519 and the business size standard is $25.0M. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Background The National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisition (OA), on behalf of National Human Genome Research Institute (NHGRI), NIH Intramural Sequencing Center (NISC) intends to award a fixed price, times and materials purchase order. The NIH Intramural Sequencing Center (NISC) is undergoing a major transition in DNA sequencing technologies, from the capillary based instruments that have evolved over the past decade, to the revolutionary “NextGen” DNA sequencing technologies. Many of the lessons of high throughput DNA sequencing apply, but the significant changes in sample preparation, sequence detection, data types and dramatic escalation in data volume require new processing pipelines. The Laboratory Information Management System (LIMS) remains a crucial component of the pipeline, allowing for the effective gathering of information about each sample before processing, providing sample flow control and tracking of experimental and environmental conditions, and connecting downstream data analysis with the appropriate sample information. Contractor Requirements • Must have the programmatic knowledge of the current NISC’s LIMS (Laboratory Information Management System) as well as continue tight integration with the custom NISC project tracking databases outside the LIMS are absolutely critical for advancement. • Must be highly proficient in the use of the Cimarron SDK (software development kit). • Must have qualified staff of people to provide the level and guidance and software development programming needed to provide maintenance and support to the existing LIMS system. • Provide 24 hours and seven (7) days a week telephone and on-line technical support with the LIMS (Laboratory Information Management System). • Keep Cimarron software and license updated. • Development of new LIMS program for existing LIMS system using Cimarron SDK. • Program updates, fixes and security alerts. • Major product and technology releases, which includes general maintenance releases, selected functionality releases and documentation updates. • Make sure NISC has the most updated scripts. Inspection and Acceptance Requirements • NISC Bioinformatics team will work with the Contractor and assure that any updates will be adequate for NISC’s needs as stay in the boundaries of NIH computer security policies. Evaluation Criteria: Each applicant’s proposal will be evaluated. Sources will be evaluated on detailed experience with this type of work in addition to past performance and other personnel assigned to the project. Offeror’s must be an authorized, certified Cimarron Technician. FAR Provisions apply to this acquisition are: 1) FAR Clause 52.212-1 Instructions to Offerors Commercial Items (JUN 2008) ; 2) As stated in FAR Clause 52.212-2 (a), the Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered; 3) FAR Clause 52.212-4, Contract Terms and Conditions Required To Implement Statues or Executive Orders Commercial Items, Contract Terms and Conditions Commercial Items; and 4) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items Deviation for Simplified Acquisitions. The Offeror must include in their quotation the hourly rate, unit price, total cost per year, the price list, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Note: In order to receive an award, offerors must have a valid registration in the Central Contractor Registration (CCR) www.ccr.gov and Online Representations and Certifications Application (ORCA) www.bpn.gov. Interested parties capable of furnishing the Government with the item specified in this synopsis should submit their quotation to the below address. Quotations will be due five (5) calendar days from the publication date of this synopsis or by May 11, 2010, 7:30 a.m., Eastern Standard Time. The quotation must reference Solicitation number NHLBI-PB-(HG)-2010-130-DLM. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency. Quotations must be submitted in writing to the National Heart, Lung, and Blood Institute, 6701 Rockledge Blvd., Room 6149, Bethesda, Maryland 20892, Attention: Dorothy Maxwell.
