- The Department of Health and Human Service, Administration for Children and Families (ACF), through the Program Support Center, Division of Acquisitions Managements, intends to award a sole source contract using simplified acquisition procedures to the Parker Tide Corp., 818 Connecticut Ave., NW, Suite 325, Washington, DC 20006-2731. The purpose of this contract is for the acquisition project specialist to support the Contracting Officer Technical Representative (COTR) with a variety of training and technical assistance contracts and with an On-Site program support contract. Serve as the primary interface between the COTR, program staff, and both on and offsite contractors. Works independently on a wide range of assignments related to the critical day-to-day management of contract and acquisition activities. The contractor shall be responsible for but not limited to the following: The contractor shall perform cost analysis, assist with the preparation of documentation required for Contract Modification (i.e. Independent Government Cost Estimate), invoice and task order reviews, and track contractor performance and deliverables. This position will also assist the Federal Project Officer (FPO) and Commissioner with the preparation of documents required for competitive bid (Contract Solicitation). Contractor shall provide one staff member experienced in project management activities such as developing, assessing and tracking costs, delivery schedules, project/contract performance activities, and has excellent written and oral communication skills. Contractor will provide cost and contract support services and oversee and administer ANA contracts including the preparation of materials for contract modifications, negotiating strategies, invoice charge denials, and resolving contract delivery schedule delays. The Contract Program Manager must be fully experienced in the business, technical, and managerial aspects of contract management and financial management and have a broad working knowledge of Federal Acquisition Regulations, and Executive Orders pertaining to acquisition, contracting and finance. Major Duties: 1.1 Supports the FPO and Commissioner to plan, organize and prepare for competitive bid/award of new contracts Contract Solicitation). 1.2 Supports the COTR to plan, organize and to communicate organizational activities to be carried out by national technical assistance contractors and onsite program support contractors. 1.3 Plan, develop, and organize meetings to support the COTR. 1.4 Establish communication procedures between COTR and Contracting Officer at the Program Support Center (PSC) to facilitate and enhance contract action turn around times. Develop and share ANA/PSC calendar that contains milestones and reminders for potential acquisition scenarios. Develop Standard Operating Procedures (SOP) for contract actions, reporting and contract oversight. 1.5 Review, monitor and track contract deliverable reports, task orders, and delivery of services. Reviews reports in accordance with contract and agency requirements; reviews task orders to insure appropriateness of cost elements, personnel assignments; delivery of services and associated delivery schedules. 1.6 Develops government estimates, reviews invoices in accordance with contract terms and conditions and against approved task orders, develops and maintains spreadsheets in MS Excel to track expenditures and suspended costs, and coordinates with ANA Budget Officer to ensure appropriate contract expenditures are paid. 1.7 Drafts reports, correspondence and communicates with contractors in support of the COTR. 1.8 Develops special reports, presentations, and performs analysis of services provided. ASSESSMENT FACTORS ARE: 2.1 Experience monitoring and tracking multiple project activities and associated costs using a variety of methods and technology; 2.2 Experience preparing or reviewing invoices, task orders, and contract deliverables. 2.3 Experience analyzing data and preparing reports to communicate finding and assessments. 2.4 Experience working on teams to accomplish competing, time sensitive organizational goals and objectives. 2.5 Excellent written and oral communication. Must have excellent grammar to proof read and edit documents. 2.6 Experience planning, writing, reviewing, evaluating, and coordinating the activities related to project support activities. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government.
