- RECOVERY ACT - This notice is released to announce the Bureau of Indian Affairs (BIA), Western Regional Office (WRO), intents to award a firm-fixed price construction project. The acquisition will be a set-aside for 51% Indian owned and controlled firms under the Buy Indian Act. 25 U. S. C. 47, Section 7(b) of P. L. 93-638 (25 U.S.C. 450e) requires that preference in award of subcontracts be given to Indian/Alaska Navtive economic enterprises. Indian firms bidding under this Act must self-certify they are eligible under the "Buy Indian Act". The contractor shall furnish all materials, labor, services, equipment, supervision, and performance necessary to provide construction activities for Hot Asphalt-Rubber Chip Sealing and Pavement Markings on 0.900 Miles of Route 1 on the West Cocopah Indian Reservation,Yuma County, Arizona, located in Southwest Arizona, in accordance with the design drawings, specifications, wage rates and all contract requirements. The BIA/WRO, requires a firm fixed-price construction contract and the procurement method is Simplified Acquisition Procedures, FAR Part 13. This project will utilize the Standard Specifications for Consturctin of Roads and Bridges on Federal Highway Projects (FP-03) except where otherwise indicated in the solicitation. The Standard Specifications are available at http://flh.fhwa.dot.gov. The solicitation is solicited as a Set-Aside. The period of Perforamnce is 120 calendar days. Offerors are expected and responsible to inspect and verify the site conditions where the work is to be performed. This project is classified under NAICS code 237310 and has a size standard of $33.5 Million. This solicitation is funded by American Recovery and Reinvestment Act of 2009 (ARRA), Publice Law 111-5; and the contractor shall comply with ARRA statute and all applicable laws, regulations, provisions, policies, procedures, and clauses, including (but not limited to) meeting the requirements of Sec. 1512 of the ARRA and other accountability and transparency conditions. Please note that this is only an announcement for an upcoming solicitation. There is no solicitation packet available at this time. The anticipated release of Request for Propsal (RFP) is May 14, 2010. Technical questions must be submitted May 24, 2010. Interested firms are requested to submit a written request for the RFP package to Gerald Knox via email at gerald.knox@bia.gov or Fax at (602) 379-6763. Telephone requests to obtain the RFP package will NOT be accepted. Offerors are required to frequently check for updates at the website located at www.fbo.gov for updates and to download the solicitation packet when it becomes available. Faxed RFPs will not be accepted. Submit completed RFP packages to the following address: BIA Western Regional Office, Division of Acquisition, Attention: Gerald Knox, 2600 N. Central Avenue, Room 450, Phoenix, AZ 85004-3050 by close of Business, 4:30PM (Local time) on Friday,June 4, 2010.
