Description
The Naval Air Warfare Center Weapons Division (NAWCWD) intends to procure and award, on an other than full and open competition basis in accordance with FAR 6.302-1, A Fixed Price contract with MTS Systems Corporation, EdenPrairie, MN for a custom high speed servohydraulic test system, test system accessories, installation, and training. The new servohydraulic system must be located in a building that is capable of testing energetic materials, has the necessary electrical power and water line access to operate the pump and allow the necessary users convenient access to allow work to be performed without delays in testing. The only location that meets the above requirements already houses an MTS servohydraulic test system. Because of the size of the test system and pump it is necessary to share the pump to be able to house both test systems in the room together. The pump and the pump logic used to control the pump are both proprietary to MTS. MTS is the only source capable of providing a servohydraulic test system due to the proprietary nature of the pump and pump logic and the space constraints within the building. Anticipated award is September 2010 or earlier and required delivery will be 2 months after award. This notice is not a request for competitive proposals; however, any firms believing they can fulfill the requirement may submit a written response which shall be considered by the agency. The written response shall reference solicitation number N68936-10-R-0050 and clearly show the firm's capability, background, experience and assets necessary to perform the required work mentioned above without compromising the quality, accuracy, reliability, and delivery of the product. Written responses shall be submitted by email to robert.charlon@navy.mil or mailed to Commander, Code 254100D (Robert Charlon), NAVAIRWARCENWPNDIV, 429 E. Bowen Rd., Mail Stop 4015, China Lake, CA 93555-6108 within 15 days from the Notice date. See numbered note 22.
