- Notice of Sources Sought Office of the Comptroller of the Currency Capital Markets Courses (Instructor Led) Introduction The Office of the Comptroller of the Currency (OCC) was established in 1863 as a bureau of the Department of the Treasury. It is responsible for regulating and supervising the national banking system. The OCC charters, regulates and examines approximately 2,200 national banks and 52 federal branches and agencies of foreign banks in the United States. Its mission is to ensure a safe, sound and competitive national banking system that supports the citizens, communities and economy of the United States. The OCC is investigating vendor interest and capability in providing specialized instructor led performance based and interactive Capital Markets training that involves engaging classroom techniques to include the uses of simulations. Capital Markets training is desired for OCC examiners in the following areas: •Balance Sheet and Financial Performance content and simulations. •Asset/Liability Management content and simulations. •Trading Activities (Front, Middle and Back Office) content, products and simulations. This notice of sources sought is not a request for competitive proposals. This notice does not commit the OCC to include respondents on a source list, to issue a solicitation, to award any contract, or to pay any cost incurred related to submission of information in response to this notice. OCC may solicit some, all, or none of the respondents for the proposed requirement described herein. Background OCC examiners require highly specialized and unique capital markets training regarding balance sheet management, asset/liability management, investment securities, derivative products, counterparty credit risk implications of derivatives, sophisticated trading techniques and traded products, hedging, financial markets and related portfolio and risk management principles. OCC desires a method of instruction that would seek to combine a variety of learning mediums such as student reading, pre-course e-learning, professional lecture and facilitated discussion, hands on interactive exercises using advanced computer simulation techniques, and instructor assisted administration. The training is designed to be intense and progress-oriented. The training is designed for OCC examiners who need capital markets skills and knowledge in capital markets areas including fixed income products, portfolio management, balance sheet management, derivatives and associated counterparty credit risk, trading activities, and risk management concepts. These examiners support the supervision of capital markets, trading, and investment portfolio activities in the complex community, mid-size and large national banks. This training will bring those examiners to the higher level of expertise needed for the OCC to fulfill its supervisory objectives. General Description of the Requirements In a classroom setting, the vendor or vendors will provide a series of moderate to highly advanced capital markets courses geared for OCC examiners with a need for capital markets skills. The courses may include e-learning based course content. The material will cover balance sheet management, asset/liability management, trading activities, earnings and capital implications, risk management, financial and traded products, Value At Risk concepts, foreign exchange, derivatives and counterparty credit risk, and hedging. The courses where appropriate will include active computer simulation to be done by the participants in a team environment. Courses would be structured around a case study format concept. The courses would build upon one another creating a curriculum. Each course would be suitable for a particular examiner audience and contain an appropriate level of complexity based on the bank category. Most courses would be up to a week in duration with the schedule to be determined by the OCC. The vendor will provide constant feedback during the course regarding exercises and team results. The primary location for the instructor led courses will be at the OCC Headquarters in Washington, DC. The vendor would be responsible for ensuring that any simulations and or elearning used in the courses are compatible and functional with OCC systems. The vendor is also responsible for providing all training materials, content, and relevant supplies. It is anticipated that training will be available beginning with FY 2011 (October 1 – September 30) with course sessions and dates to be determined. Responses to This Request Please provide a written technical capability statement of your ability to meet this requirement. The submission may be presented in a format of your choice and should address your abilities, experience and past performance in providing the specific training required by the OCC.
