- TITLE: Research & Development R&D in the field of underwater acoustic communications and networking. The Naval Research Laboratory (NRL) intends to negotiate a contract on the basis of Other Than Full and Open Competition IAW 10 U.S.C. 2304(c)(1), only one responsible source. NRL will negotiate with Aquatic Sensor Network Technology, LLC., 5 Homestead Drive, Storrs Mansfield, CT 06268-3102 to provide a comprehensive, reliable, and configurable underwater acoustic networking development kit AquaSeNT (AN-100) for R&D in the field of underwater communications and networking. Each AN-100 kit includes a customized micro-processor, a customized physical modem wrapper, a user-friendly socket-based network development framework, and a set of networking protocols. It uses open platform software to enable the user to develop and test more advanced networking prototypes. The modem includes source codes of state of the art processes of algorithms developed by AquaSeNT and are proprietary to AcquSeNT. In company with the kit, one year full technical support (starting from product delivery) will be provided. The AR-100 modem will convert digital signals to analog signals for sound transmission, and convert analog signals to digital signals and process data in real time using user-defined algorithms. The modem hardware supports one transmission channel and eight receiver channels. Input and output signals are analog signals, with standard DC power supply. The electronics includes eight channel analog-to digital converters with appropriate signal conditioning, one or more channel digital-to-analog converter, one or more signal amplifiers for signal transmission, and one or more digital signal processors (DSP) for data processing. The AR-100 modem comes with technical manuals and one year full technical support (starting from product delivery) to help the user develop and integrate user-defined algorithms Aquatic Sensor Network Technology, LLC. is the only known company that has developed and demonstrated realtime underwater acoustic communications modems using open development platform. NRL uses Electronic Commerce (EC) to issue Requests for Proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided. All responsible sources believing to be capable of completing the requirements stated are welcome to submit capability statements.
